Missing City Plans

I have been searching the forums for the past 3 hours to no luck. I have downloaded the city contest mega pack and a city plan for the castle, but none of the new city plans are showing up in the planner desk. I have multi-level plans turned on in settings and have reinstalled and reloaded the mods in Vortex several times.

When you installed the Mega Pack, did you get the options to install the City Plans you wanted or did you install them all?
What does your load order (plugins.txt) look like ?

With the mega pack I went through and chose the ones that I wanted, and all the city plans are the last plugins loaded in my load order

And all of the City Plans are activated in the plugins?
And when you are at the City Planner's Desk to select a City Plan, and select Next - they don't show up at all?
Are you in a Settlement that you picked a plan for?
Weird! I don't know what's happening.
Maybe provide your plugins.txt file?
