How is the city manager holotape supposed to work?

I’m on a basic version of ss2 on xbone with nothing else and Jake is still not showing up. Every time I pick up the city planner tape in the hardware store it just says download? (Ok) downloaded and nothing else. Everything is up to date and it’s the newest version.

Workshop Framework is required -- Do you have that installed?
It's recommended to also have HUDFramework.

Oh yeah I’ve got that because it gave me an error message when I tried to install the mods without it. I didn’t know about Hud framework though.

You need to also have HUDFramework installed. It is required for the current release.
If you do have that installed, then please provide some more information about where you are in the game. Which settlement did you place your first Recruitment Beacon, etc.
