red rocket

I've been crashing when I fast travel to Sanctuary and or Red Rocket. I can fast travel down Vault 111, and walk down the hill till I get within Visual range of Red Rocket. Is there a way to fix this or Remote Det that settlement?

I noticed at level one there was nothing in it, not even early support structures like the barrel tables you see in other settlements. I decided to build myself my own personal workshop in it. Does it get filled in at later levels? Do I need to start removing my stuff?

Sanctuary and Red Rocket both have a full set of Crafting benches when you get to them. I find it strange that the lvl0 (foundation level) scraps them. Is it possible to leave these be, or maybe move them and incorporate them into the city design at all levels??

The base level city at the Red Rocket truck stop settlement has flags just floating in the air in my game. And no, refreshing the city doesn't fix it sadly. :(
