Sanctuary/Red Rocket not upgrading

Does anybody else here have issues with Red Rocket and Sanctuary?
They just won't upgrade beyong level 0, no matter how long I wait in another cell. I have all the settings set to easiest, so requirements shouldn't be a problem either.
I also noticed that Red Rocket didn't build properly. It was missing 2 guard posts (the elevated ones, one facing the street the other the pumps) I remembered from an earlier version. I refreshed the city, but I'm still getting 2 or 3 flags that are floating in the air without being attached to a pole (see attached screenshot). Also took 2 refreshs to get the missing guard posts built.
I also noticed most structures in Sanctuary to be without interior plots where I would expect them to be, however I am not sure if they're just supposed to get added once the city actually upgrades.

Is this normal for this settlement? Or a bug? I started with a clean save btw.

I have a repaired Sanctuary bridge, I hope it doesn't affect the Sanctuary/Red Rocket cell, but I don't think it should.

Tenpines Bluffs is working like a charm though. Already level 2.

I had floaty items in sanctuary and discovered it was conflict with vanilla extensions. Do you have this mod loaded

The plots are built as needed, ie when settlers show up, plots are spawned in for them. If you have more than 2 unemployed (is the default I believe) then you may be experiencing script lag, (most likely in Sanctuary/Red Rocket) a stuck plot, or a bug.
The floaty flags are a known bug. A fix is a coming! hehe
Also, what version are you running? Should be 3.0.3b

No, I do not have that mod.
Aside from the Sanctuary bridge fix I don't think I have anything that modifies either of those cells.
Also plenty of people are running a mod like that, so I shouldn't be the only one having that issue if it was the culprit.

I just checked my Sanctuary after letting FO4 run in idle for a couple of hours. 14 settlers but only 8 beds (2 of which I built myself). This doesn't seem right...?

Good to know. Still would like what the problem is with the settlements not upgrading. Supplies interface says 100% of resources needed (HUD doesn't reflect that properly though - the scrap bar is at like 50%).
If it was script lag it should affect the entire game, not just those 2 settlements.
As I said, Tenpines Bluffs appears to be working fine, and I only have that and the other two using RotC.

Yeah, I am using the latest version in conjunction with Industrial Revolution. I also have a couple of addon-packs installed, but they shouldn't interfere either.

Edit: Just refreshed one more time, at least they are starting to build more beds now

It's unfortunate Sanctuary is the first settlement most players are trying - understandably that they would! - but due to its size, it takes a heck of a long time to upgrade. Red Rocket on the other hand is really small and should be one of the faster ones to upgrade.

The key elements for upgrades are:

100% Scrap Collected
Happiness
Time Passed
Population

The last one is what is getting most people. For example, Sanctuary needs 21 or 22 people before it can start upgrading (part of the reason I added the Recruitment setting to disable the Charisma cap).

I'm looking into options to make the requirements more clear in the UI, will be something I focus on after I'm done with the bug fix patches - which should be soon!

Thanks for clearing things up (and for your great work and basically doing Bethesda's job for an entire core game feature).

Red Rocket is at 14 settlers now and 79% happiness. No city upgrades happening so far. Also more than 2 in-game weeks have passed since initial construction (not counting refreshes).
I just hope it's in line with everything. Tenpines is already at level 2 with just 10 settlers.
Some ui screen that gives you an indication (for all requirements, not just scrap) on how far you've progressed to the next level would be a great addition.

What's the preferred way to increase settler happiness? Just build some decorations and additional defenses? I already have supply lines set up.
 
Easiest way to boost happiness is to fill up the settlement meters, so yeah, giving them defense. Next easiest method is to donate chems, alcohol, and nuka cola.

Adding decorations doesn't actually boost happiness, unless you have a mod that adds that. I remember hearing that rumor as well when I first started playing the game - but now that I'm in on the code, I can see that isn't the case.
