'Nothing more can be built'

Hello. Is there an easy fix to this issue? I'm trying to build at Red Rocket and this message has popped up pretty early; I'm at city level 1 and it's appeared during (I think) the transition to level 2. I''d rather not have to delete everything and start again. I'm on the Xbox if that helps. Thanks.

try that but make sure you have a save you can back to just in case
