Closed ROTC: Red Rocket Lack of Activity

Got a couple of settlers at Red Rocket, selected city plan, assigned Codsworth as City Leader, got the opening cinematic and level 0 built, and now nothing happens.

According to reports there are 2 martial and 2 residential plots but there is 0 defence and no beds.
I can supply them with food indefinitely but how long before they build some plots etc?

I had the same thing happen. It turned out Codsworth unassigned himself.

He was always somewhat unreliable about being assigned to jobs in settlements. If its just Codsworth being Codsworth I'll go back to an earlier save and wait until I have Piper or Deacon.
