Old Post Settlement Perk Magazines and Performance

Hi everyone,

I just started a new FO4 playthrough (never played any of the DLCs) and wanted to do so with Sim Settlements.

There are 2 questions/problems I encountered
1.
I just arrived at Sunshine Tidings Coop and I can't seem to find the Perk Magazine which should be there in one of the huts (could conqueror have removed these or should the magazine be at an alternate location?)

2.
Sim Settlements hits the ingame fps pretty hard even though CPU and GPU usage never go beyond 80%/70% with GPU core reaching 1800MHz, RAM around 9GB, and the temperatures being decent (around 70) so no throttling there.
Are there essential SimSettlements or ini Settings I am missing?
edit: fps dips from 60 down to 39-40


A little info about my system specs
GTX1070, 16GB RAM, i7-7700@3800 with Turbo
Playing on Ultra (Godray fix, Shadow Distance 5500 and HBAO+)
Have not to many mods installed (Sim Settlements, CBBE, CROSS weapons and armor, VIS-G, Unobgus Health, Boston fix, NAC + ENB, survival settings, some HUD stuff, vivid best choice)
Deactivating ENB does pretty much nothing (1-3fps) same goes for turning shadows to low or deactivating cbbe and such.

Where a city plan is built, items such as magazines and container contents should be deposited in the workshop. So you'll need to take control to collect them.
Not at expert on performance, but the management holotape has lots of performance options, allowing you to tweak or turn off various features. It will be down to personal preference as well as system. Worth having a play with settings to see what works best for you.
 
1. Magazine should be in the workbench.

2. You are always going to take an fps hit around settlements with SS, think of it this way a normal settlement just has beds and maybe a few scrap workbenches and some guard towers. SS has so much more going on it asks a lot of the engine.
Add this to your Fallout4Custom.ini

[Papyrus]
fUpdateBudgetMS=2.4
fExtraTaskletBudgetMS=2.4
iMinMemoryPageSize=256
iMaxMemoryPageSize=1024
iMaxAllocatedMemoryBytes=307200

It will help a bit but don't expect huge gains, what it will do is drastically reduce your chances of the game becoming unstable.

I suppose the engine is indeed reaching its limits.
I removed the ENB completely (got 3-4 fps) and did another INI Tweak by Deadblot2 (just look at the nexus for it) and did your stability fix

Now the performance stays above 47-48 ish at certain angles and at 60 most of the time when in an City.

I will look for the magazine as soon as I get Sunshine Coop as a Settlement.
