Question Need Higher Rank To Build?

I am trying to build a chem station and Ihave all reqquired materials but i cant place nor see the outline, Instead i just see Req: Rank 2. Even the armor benches need Rank 1 wich I apparently dont have, I am not sure if this is a sim settlements Issue as i do have a Settlements Menu mod, But I have not been able to find anything about this on either Mod. Please let me know of a fix, I need the Chem Station for my other mods

Hello! I do not know what is wrong but you can find Chem stations in places like Diamond City and Goodneighbour.

That's vanilla, not Sim Settlements. Workbenches require Local Leader perk by default in Fallout 4. Otherwise, as @Nokah pointed out, you have to go use the pre-placed ones. Most of the SS2 city plans will provide at least some of the workbenches if not all at certain levels, though.
