Not sure why I thought they'd fixed the lip sync generation, quick search on phone seems to say no. With previous versions you had to download a copy of the first elder scrolls ck which had the function. Later ones had it removed due to copyright issues. Bit fidly, but it looked daft if the lips didn't move. A proper search would probably turn up how it's done now, or someone more up to date might chip in.
Anyone can have a go at VA, a bit of time finding a quiet place and where best to position the mic and you might be surprised. Not everyone can get to sound like a fit to vanilla characters. But there may be a potential part for every voice.
