Primary Bug Report Hub of the Problem - Unable to advance quest, Button in basement doesn't do anything

This quest needs a bit of polish. I had to come on here to work out that there were mats to a sub basement. Now I’m stuck. I’ve powered up the comm device. I’ve found the holo tape and I’ve pushed the button to make more ASAM thingies and now what? Map offers no clues Jake won’t talk to me and I can’t progress. It feels bugged. Is it bugged?
 
So the best solution would be to reset the quest and try again. Only go slower and do not run off exploring until Jake says to find a card.

I've done this quest twice. (V1.0.0a & 1.0.0b) Both times I shot Davidson and got the key card before the terminal scene and it played out fine. Jake comments "Oh, you already found the key card." I think the important part is viewing the terminal scene before going to the basement.

Nice to eliminate one possible cause of the issue.

Found the mats, but Jake didn't follow me in. Used the moveto player to get him into the sub-basement, and all was good from there.
Well I am glad it did work for you.

Like VersusXV said earlier though just TCLing in could have caused more issues down the road. Simply because you never know what else is tied into a skipped stage. Personally for me TCL is more of a scouting thing rather than a solution. Then again we also have more console command knowledge to work with the script.
 
FIX/Work-Around: BUGGED FLOOR PANELS, UNABLE TO REMOVE

I'd just killed Davidson, used his ID and taken the elevator down to the storage area to search for clues to the sub-basement. Got the holotape off the desk, only to then some how bug / skip the dialogue cue to find the button / floor panels and went straight to the sub-basement quest cues.

I did manage to get 'er functional again:

To open console press ` or ' depending on region

THE FIX:
Had to turn off collision / use noclip [type in console: tcl ]
Press Red Button, no clip under floor
Press E/Use on Sub-Basement Hatch
Rise up like the second coming of Jesus
tcl again so you're walking on floor
Looking down, walk on top of the floor panels / hatch area.
Once inside, move where there's some space and press console
type: 0a020f1.moveto player
et voila!

Hopefully that helps anyone else encountering this issue - I searched about and through this thread but couldn't find a succinct fix.

I got to the first basement as well and got stuck at the same place.
I fixed the problem by using gruppos solution, just make sure to type:
0a020f21.moveto player

Follow up quests seem to start just fine
 
guys, i have find some solution. if you entered vault-tec building and can't converstaition with jake, goto lobby floor infodesk section, there's on little ghoul just stuck in left side of front desk, kill it, and try to talk him. he will answer in my case. (sorry, im not good at english)

Hey guys, here is what I did.
I TCL'd into the sub basement and I looked around, went into the room with a construction protectronThen I went down the stairs to the right and followed that until I saw a small room and against the wall there is a circut breaker. Flip that and the quest auto updates and sends you to turn on a command center. Jake appears in the room and everything seems to work
 
I had a lot of troubles because I was doing things out of order. The trick I found was to wait for the dude to prompt you before doing each action - taking the elevator, going into the sub-basement, looking for each of the four things. Until each one of those has a quest marker showing, leave it alone. Talk to the guy if he hasn't prompted you yet about the next one and it seems to start him going again.
 
I reloaded the save like I said and just followed all the quest markers first THEN looted the rest of the room and it finished up the quest that way. Last time I went through and just started grabbing everything in sight. (Thats my usual SOP for places) that seems to be what broke it for me. You have to follow the quest step by step before doing anything else. It went like this:
Grab holotape in the safe in the room behind the asam research table
Push button on the prototype comm hub
Turn on power
Push button again
Grab technical document
push button on asam printer
quest finished
Just let all of the conversations happen step by step before going to the next quest step
I did it in that specific order, but as soon as I pushed the button again after turning on the power, either A Jake does not move, or B Stuck in Disalouge with the option to skip dialouge. I even waited to take the document from the desk and nothing, took it after I waited and reloaded, nothing.

Bumping.

I get that far then nothing, he just stands there in the room

I'm almost positive that my issues with that quest are directly related to a ghoul mod that I'm using. After killing the ghoul in the floor that @febel mentioned, it sometimes progresses, and sometimes doesn't. I have managed to get by it by using TCL to move about and kill the ghouls in the basement. Not sure if that was an actual "solution", but it worked.
 
Yeah you know that list no one seems to read of mods that are incompatible. Poor wiki people. Put in all that hard work for no one to ever see it.
