CTD when approaching or entering settlements using city manager

Morning all. I am having a crash to desktop issue with Sim Settlements 2.

I installed the mod a week or so ago and have played about 10 hours since installing without any issues. Now suddenly I am having CTDs when I approach or enter settlements in which I have used the city manager. The most significant issue is with Hangman's Alley, which will cause a crash 100% of the time if I get even close to the settlement or surrounding areas. I have also noted a crash 80% of the time when entering County Crossing. I have not yet seen any crash with any of the other settlements using the city manager, nor for any other settlement. If I reload the save to the point where i first set up Hangman's Alley's city manager then all appears to be working fine, but any save following that point seems to have the same CTD.

I have been through the suggested troubleshooting steps. I do not have the scrap anything mod or conquest or anything similar installed and never have on this save. I have not had the first Sim Settlements mod installed on this save. I have run ReSaver to clean the save file but this has not helped. I have tried to install Buffout 4 to diagnose the problem, but F4SE won't launch with Buffout 4 installed (launches perfectly fine without it though).

I've spent the last day or two trawling this forum and the wiki to look for things to try, but I don't see anything else that looks relevant that I haven't already tried. So I'd like to ask the experts and see if there's anything else that can be done, either to fix the save and keep using SS2, or to nuke my settlements as with the old mod and cut my losses without having to reload. I wanted to upload my save but the file size appears to be too big, even when compressed (i note that after installing SS2, my save file size doubled from some 28mb to 50mb, perhaps related to the ctd), so if anyone has any tips on other ways to do that (if it would be helpful) please let me know.

What is your mod load order?
Are you using ROTC?
If you use Buffout, you have to read the install instructions, and possible posts on the nexus page to get it installed correctly.
I know you said you used ReSaver, have you attempted this though:
