CPD quest bugs?

1. The CPD has now moved into their new HQ at BADTFL, but the place is still a complete wreck. They’ve got all of their outdoor security and a few officers inside, but that’s it. It’s been weeks in game and the HQ still looks like hot garbage on the inside. Is there something I need to do to trigger the cleanup?

2. The Critical Perpetrator Detention quest won’t progress after I go to the location. The officers are there and Simon and Lena appear after about a minute, but they just trigger normal conversation. I tried going to the shack to hopefully force things along, but the shack is completely void of all life. Again, is there something I’m missing?

I was able to complete Critical Perpetrator Detention with no problem, but BADTFL is still a mess, and Simon is nowhere to be found after finishing Critical Perpetrator Detention.

I am also having problems with this quest. Got moved to the new place but it will not continue with the judge or the butcher. I talked with Simon about going to see the judge but it didn't start or give a marker.
