My Sanctuary was Built up to Level 3 ROTC under Sturges. I returned to the settlement today after questing around, only to receive notification, (paraphrased) That Sturges is " NOW" the leader of Sanctuary & with a leader the citizens can build etc.etc.etc. Start building? Tear it down?

1).Sturges is STILL listed as leader.

2). The settlement buildings all look the same as were before this madness occurred & the plots are STILL at level 3 upgrades as they have been since I upgraded them.

3). All my level 3 plots STILL intact with settlers STILL doing their jobs. All meters for Defense Employment Happiness etc. still showing full.

A quick Check in at the City Managers desk shows NO city plan chosen with Level 0 and 0% until the upgrade. The graphic which displays the level of the city directly under the bar graphs is also missing, save for the little meter with the pickaxe and shovel on one side vs. the bottle cap on the other, The icon for citizen count is there and still shows the correct citizen count. This is weird. Has anyone ever seen this before, possibly in other settlements? Is there a fix if so?

I broke it, along with a crap ton of other things, reported em and KG went to bed.

Using Rebuild Local Data is probably necessary. Though this issue shouldn't be occurring in saves created after I introduced that tool.

If it is still happening to new save files, than we may have a serious game engine flaw on our hands....
 
I thought that also, (I mean)using rebuild Local data function. I fished around in the settings and tools etc. looking for things that "may help" before my original posting. It didn't seem to do anything after I clicked it. Ill open the game right now and try it again though.

Yes @kinggath. It didn’t do anything... No response from the rebuild local data line item found within MCM control panel for SS. It was as if I hadn’t pushed a button at all. I removed my game controller and even tried with the mouse. There was no click or anything. Is it a “silent process”? Or possibly a bad install or something for my MCM all the other plugins/ features within it and within its settings for SS seem to function as intended.

Decided to read some fake news on the interwebs while I used the refresh plots function instead. Currently at plot 44 of 45.
 
It's a silent process, it happens very quickly.

If your desk is showing Sturges as the leader still - then perhaps your data storage is fine. I have no idea how your City Plan would get removed though - there's no mechanism in the mod for it to start a City Plan without your input.

It's very repeatable.
My method:
L3 City
Take back City <silently triggers the problem>
Hang around a few minutes build something move stuff whatever to pass the time,
Then just like the first time assigning a Leader...
a pop up will show the current leader being assigned as the New leader
Which triggers the Tare it down, Never Mind.. popup
Select Never mind.. process stops like normal.
CP Desk shows No city plan "details".. No plan was chosen.. thus no details.

So in my mind.. Take back City is not changing a flag from True to False, so it triggers the Assign a city leader and sees the current leader as being selected in the process and continues like normal...

Right... Point taken. I started your ROTC build for Sanctuary right outta the box with SS myself. I must say I like it. It wasn't auto selected. Even with the concerns as stated in my OP the city plan seems intact , just WITHOUT the graphical indicators saying it is. My last test is to build a new plot and see if the leveling functions still work also. (I'll report back) Gonna take wifey out for Sunday Din first, lest ill not be "allowed" to play anymore...LoL:cray
Also I used all the designers choice options for plots and installed all the plugins for SS so it and I would have access to all the components etc. I built the settlement up to level three and all the plots within are level 3 also I believe.
It wasn't until yesterday that I noticed the quirk I originally posted about.

**Sidenote**
It may also be worth mentioning that when the game loads in there is a short 10-15secs or so before all the graphs calculate to their correct levels for my settlement. and ironically the missing graphical items: City level etc which I outline in my original post ARE THERE. Its once all the calculations are finished and the graphs update/populate that they disappear.

If you notice very closely, before the HUD updates, the stats are not from the current settlement, unless you've never been to another settlement.

I must admit I'm a slow mover. I play around with things until I have a very thorough understanding of them. I DO spend most of my time in Sanctuary. I have a lvl 3 Abernathy farm for which I dropped off a bunch of supplies and building material. I only go back to check on it periodically. I've spent most of my time experience building and familiarizing myself with Mods on PC using Sanctuary as the place where I could hone my know how and where id more immediately notice any weirdness. You could very well be correct though Wood' the numbers MAY be from the other settlement. I'll have to check to be certain. Bearing in mind though when the city graphics ARE visible they STILL show as zero. When the calculations are done they simply disappear without ever getting updated to match Sanctuary. I need to also check to see if Abernathy has the same problem, now that you have made that point...

You are correct, firstly the initial views ARE in fact from the last settlement visited... However, Abernathy has all the proper indicators, its shows city level etc. STILL...
Annnnnd as a testimony to how much time I spend mucking around Sanctuary vs other place Abernathy is NOT lvl 3 it's lvl 2... Ima BAAAAAD mayor.... Dunno my own settlements levels...D^mn...

That's just how the HUD works. The game cannot calculate assets in unloaded cells. That's why the Pip-Boy settler/happiness map markers are usually off if you haven't visited a settlement for a while.
 
If you want to replicate your OP issue.
Just take back Sanctuary, enter workshop mode and you'll see Sturges is still assigned to the CP Desk. Just leave him alone.
Wait for a while 10, 15 minutes RT, and you'll get the Sturges is now the leader yada yada..
 
Hopefully, it can be ironed out in the next update. Which settlement is it happening for you? I've never taken back a settlement though. I'm not sure what conditions occurred to cause this bug for me...
But it's clearly causing the same results. I'm going to place a new plot or two in Sanctuary and see if leveling occurs normally. If so it is just limited to cosmetics(The bug of vanishing city plans, progress, and levels) I'll report back.
 
It happens in any settlement. I'm guessing when you take back a city plan, along with unassiging the leader it should also unassign them from the City Planners desk.

If you take back a city plan, for example when the city is at level 2, the City Plan (not the plots) will stop upgrading and forever stay in the current level condition.
This is nice if say you like level 1 Abernathy and want to keep it at that level. Take the city back and it will stay that way.

It also means you can modify the heck out of it without worrying about it upgrading and messing up all your awesome work. LOL

In short, City Plans and SS plots are separate in how they upgrade. The City Plan "spawns" them, then like a mother bird, kicks em out of the nest so they can do their own thing. Or get eaten by a molerat..
 
If you use Take Back City, the City Plan is removed. This is by design.

The only thing to be worked out here is to also unassign the leader from the desk, though that's what I consider a low priority bug.

If you didn't use Take Back City, and it's happening on its own. I'll need steps to reproduce this - so far, I can't see any possible way for this to happen - so there's nothing I can change in the code. If someone can find reproducible steps, I can do something.
