Who Can? ASAM! Cannot progress

So I've recently started the Who Can? ASAM! quest, and I met up with Hubert's people. Problem is, however, that when I try to speak to anyone, they either say hello, or nothing at all. (Hubert himself and Stodge, the one the quest maker is above). I can't start any conversation with them.

If it helps, every time I walk over to the location after going back to an old save, they're fighting a (I think it was a bloodbug?) The behemoth is no problem, I kill it before even going near them. If any other info is needed I'd be happy to give it out.
 
I'm still very much a newbie with SS2, but I think transferring resources to the workbench, or maybe the safe thing on the left side of the City Planners Desk might help.

I'm (possibly incorrectly) thinking that junk is needed to build things, and if the City Plan runs out of junk before building an industrial/scavenger plot, then the city won't get any more resources, without player intervention?

I've just finished the SS2 questline, so will probably find out more about city building in the near future.

Really, really impressed with the mod. Far better quests and base building than normal FO4. Great voice acting too, Jake > Curie by 1000 times.
 
Plots will not build if you do not have the resources to start construction. If you activate the ASAM and select Start Construction, it will tell you what resources you are short.

But there are no ASAMs to activate, since it stops at the tear down sequence and no plots are laid down.
 
I have an issue with this quest where Stodge won't talk to me when we first meet him; if I walk up to him to interact, he will say his initial line, but he won't initiate the conversation from there.

Looking at the console, I can see the scene triggered to 10, but unless I hit him, which triggers combat, he won't converse. Any Ideas?

I just had the exact same issue and it did work perfect my last play through. I had to check all stages manually, not all of course as I read the quest in Fo4edit, but setting the proper stages manually was the only choice I had. I do suggest that the player initiates the dialogue and not the NPC. I did try to force Stodges to activate the player but that does not seems to work great in Fallout 4 with anything I tried so far but it works perfect in Oblivion and also Skyrim if I recall right. I did not think about using the holotape, but in any case, all the settlers are moving now after I set the stage to 160.

Stodges ask the player to hand over the weapons and my char are loaded wuth weapons but not dialogue popped up. I do have all setting right in my Settings/Gameplay menu. I do use a mod that may cause this issue and it is: Player Comments https://www.nexusmods.com/fallout4/mods/22166 and I like that mod a lot but I sure have to move my char close to any NPC that initiate a dialogue, or I will miss it and I guess this is what did happen here, stodges initiated the dialogue when the player was not in reach, just a wild guess.

A bit odd and my modlist do differ but what differs is that I remade a lot of esp to esl with Wrye Bash. It is therefor I started all over to avoid issues. I did play this quest 3 times now and it worked perfect in my 2 first play through but not now, and my current game is very stable, as I have not done any bigger changes to my modlist at all now, which I did in the 2 other play through until the game got completely unstable and corrupt. I did test a lot of mods that I did not like really and got rid of them. ;)

Do you want to see my current modlist in case you will remake this quest or edit it?

You are NOT supposed to use console commands with SS2, use the holotape and advance through the quest with that instead! Any errors you have, you should revert back to the previous save, and then skip to the current quest with the holotape. Again do not use console commands, devs (I forgot who) have warned that you will break the save in doing so!

I came on this thread at first but then found another after a lot of searching to find console commands do not work, and my issue was solved.
