Vim and Vigor - Can't Activate Vault/Comm-Hub (potential bug)

When I return to Jake with the vit-o-matic he tells me to turn on the hub, I get a prompt to activate the comm hub but that does nothing. The only other thing I can activate is the ham radio on the vault-hub but that does nothing. Can't sit in the seat and I can't interact with any other electronics connected to the hubs. Am I missing something or is it busted?
On the latest hotfix version available as of posting this, I believe version E? on pc.

Same here.
getStage showed the ss2_sirick_mq09 quest at stage 220 ( with Jake as the objective).

I bypassed the problem with the console commands :
completeQuest ss2_sirick_mq09
startQuest ss2_sirick_mq10

Things procedeed normaly after that ( objective went to the hub, it could be activated, cut scene ensued, etc.).
Also on pc version E but I started the mq09 quest on version D.
 
same issue with me with the stuck quest. the first command ended the quest fine but no dialogue or anything. same circumstance started on d and now closing it out on e

Have you used the second console command (startQuest ss2_sirick_mq10) after the first ?
That's the one that trigger the cutscene with dialogues after activating the hub.

From what I have seen in xEdit, the last stage of MQ09 is 220 (just after Jake tell you to activate the hub) and it is ending the quest and start MQ10.
MQ10 is actually where you can activate the hub (the quest start by making it an objective).
