Tenpines Bluff Bugs for RotC

I can't seem to get Tenpines Bluff to upgrade to level 3. Happiness is over 90, and it has been level 2 for a long time. (I have had settlements go from level 0 to level 3 in the time TPB has been lvl 2). Its possible something got messed up though. I had preston leading the settlement, then went to take the castle. I got all the relevant notifications that preston was no longer leading and stuff, and once we took the castle, I re-assigned him to city leader. Ever since then it has been sitting at level 2 with only 10 people. I manually added some more plots to try to boost population/jobs but it seems stuck. Anyone have any ideas?
 
check around and see if there's an unassigned object (the bar has an assignable blue man that may have bugged out and didn't get autoassigned)
 
There are 2 of those actually. I can see them in workshop mode. One in the "bar" area, and one in the industrial area in the broken down house. What should I do with them?
 
Throw a settler at them... The settlement got confused and probably is holding recruiting because you're over threshold of open jobs even though it doesn't have all the jobs assigned so it won't upgrade either. It's ok to just grab one and make that one work the job, the settlement should recruit more to cover.

I know, it's confusing.

Once those pesky bugs get stomped it won't be an issue, goal here is to keep you moving while the team works the issues.

Ok, good to know. It's something I can look for if things get stuck in the future in a different settlement. I have no problem working through the bugs. As a developer myself, this mod impresses the hell out of me. You all do excellent work. Thanks for the quick replies.
 
I assigned people like you said. However, the markers still appear in workshop mode, even though there are people assigned. Is that expected in this case? Also, for whatever reason, my settler who is assigned to a martial plot will often spend time standing at the bar marker in the bar keep animation, even though she is still assigned to the martial plot. I haven't seen her man her post in quite awhile, come to think of it. (I have to come back to talk to preston all the time). I tried sleeping a couple times to let things cycle, but shes still at the bar (even with another settler assigned as the barkeep). I will give it some time to see if it fixes itself. If that doesn't work though, would it fix things if I sent out all of my settlers to different settlements and let the system recruit its way back up and auto assign people along the way?
 
can you reassign the guard post settler back to her guard post?

The tokens won't disappear until you turn them off in the workshop mode, the assignment was merely to confirm they were assigned before hiding them.
 
I shuffled some people around, they seem to be obeying their assignments at the moment. However, I am running into another potential issue. I turned logging on, and have been keeping track of the "eligible to upgrade..." checks. I see 5 of them cycle through, and I figured out which settlement is which (after some help from kinggath). All 5 are not eligible to upgrade for one reason or another. However, none of the settlements that run that "eligible to upgrade" check are Tenpines Bluff. As far as I can tell (without knowing fully what I am looking at), the "eligible to upgrade" check never happens for Tenpines Bluff. I do have a city leader, they have 100% scrap, happiness is very high (I will have to double check to see if its 90+ but I think it is). Maybe I am heading down the wrong road, but I was hoping to see the "eligible to upgrade" check for Tenpines Bluff in the log to glean some more information on why I can't get passed level 2.
 
I couldn't get things to progress to level 3, so I scrapped the whole city and tried to build it again. Unfortunately, the animations markers didnt get deleted when I did the full local self destruct. Is it possible to delete them manually? I am going to try to restart the settlement build and cross my fingers. If it just is what it is at this point and its not gonna be fixable, I am satisfied with that and won't worry about it anymore until a cleanup patch is released.
 
Welp, I might have figured it out. After I did the local self destruct, I hadn't un-assigned the city leader yet. I went into the manage city options at the desk, scrolled down to the bottom and lo and behold, there was an "upgrade city" option. Apparently something happened without me rembering or knowing, and the auto-upgrade got turned off for Tenpines for me. I never saw the option since it was near the bottom of the scroll list. I clicked the button and it filled in all the lvl 3 upgrade pieces even those the rest of the city was torn down, so I will just totally start over and build it back up. Apologies for the barrage of reports that wound up not being anything.
 
Tenpines builds outside the settlement boundary, and I've been getting these pop ups ever since I started it up ....

Currently only Sanctuary and Tenpines are under management, and I don't seen anything in Sanctuary close to the borders.

Could this be coming from Horizon as it tries to integrate SimSettlement production into its resource manglement system?

So I have a couple of possible problems with Tenpines. This is my first and only ROTC settlement going on my current survival run.

1. Preston seems to constantly reassign himself to one of the cooking stations whenever I return after a couple of days. It doesn't seem to cause too much of an issue - I just reassign him to the desk and the city continues to progress. Each city upgrade occurred when I was exploring, so I think it triggers when teh cell loads upon return.

2. The ladder on the martial plot outside of the boundary is misaligned. I tried resetting the plot and city but nothing fixed it.

3. Is there any way to check which level my city is at aside from the desk (maybe a hint on what special thing I could have at level 3)? I thought I had finally triggered the level 3 upgrade (I'm doing these one at a time and was soooo excited to finally move Preston to a new settlement and start there) but the construction is complete and the desk still says city level 2. I'd love to verify if I got confused or if something went wrong.

4. I have 10 residential plots (all are level 3 by now), 7 are interior plots, 3 are stand alone, as is the design of the city. My Sheltered bed rating is at 3 - so I guess it's not counting the interior plots? But when I add 2 beds to the area (my city actually has 12 people currently) the rating goes up to 8.

I've tried refreshing plots and cities several times, everyone is assigned to a job (including blue markers, martial plots, farms, etc.) with the only people who are not counted towards the working status appear to be Preston at the desk and the provisioner using IDEKs addon. My happiness hovers around 78, I added in extra water to make sure I'm not dependent on supply chains for now. I've never taken preston with me anywhere nor triggered taking the castle.

1. Try to turn off "assign away from work objects" in the holotape and see if that helps keep Preston focused on task.
2. let it grow, it may be a minor glitch associated with how the settlement was brought from level 3 to level 0 and all should be well once it hits level 3.
3. The city plan desk is the only way of doing this short of calling into the settlement controller directly for a variable dump.
4. Sheltered beds have been kind of an ongoing pain point. The plan beds should all be sheltered but sometimes the game gets stubborn and digs in its heels. When you leave for a bit and go far enough away that the tenpines cell unloads, then return, you should see it work for a while at decrementing/incrementing beds. This is the mod trying to fix the sheltered status by regenerating the beds in the settlement one by one. Fix is ongoing.

I'd dump a bunch of drugs into the desk to push your happiness up and see if it upgrades :) Maybe switch a commercial to a bar and see if the additional bonus is enough to send your happiness up high enough to get it levelled.
 
For #1, Piper did the same thing but assigned herself to a bar. I may have to do that as well. Is Tenpines really only set for 10 settlers only by default?

If my settlement is really only level 2 (and not bugged), then it looks like there are at least 2 more interior sized plots that could show up in level 3. Which is why I would love a small spoiler on what level 2 should have or what level 3 should have, so that I can verify the stage.

I have Tenpines at lv3. Here's what I have seen:

10 residential plots, 3 ag plots, 3 martial plots, 2 industrial plots, 1 bar blueman @ 1 general store blueman. The desk counts as a job and I put down a bed for the city leader. I still have a leader @lv3 and sent 2 additional settlers. After about 3 days in-game, I have not seen any new plots created. I am assuming this is 10+leader for pop.
 
Thank you! Thank you! That's exactly what I have so I guess I am at level 3 even though the city details don't reflect that. Not a big deal. I'm just happy that I wasn't getting confused on what stage I was at, and I can now ship Preston off to build the next settlement. Thanks again!

What a coincidence! I'm used Preston there too! He forced me to unlock 4 settlements, so he is building 4 settlements!
