Resolved Swapped Settlement Plans

Alright, the good news is I popped out a new character and, despite using all the same mods (to best of my memory), The Red Rocket desk is reading correctly again! The bad news is my original game is still all kinds of screwed up.

Actually, I'm not sure if any of this is good news from a developer's standpoint now that I think of it. Sorry. Anyway, what do you all think I should try next? Is the old character salvageable for this mod? I'm willing to try anything at this point. It was a fairly early play through so If we break it, we break it.
 
i have this happen more too now with 3.1.2 but is not permanent 50% time i have another settlement displayed when i click on the supply things so i need to wait some sec and re click.

I had this same issue as well after the recent upgrade to that latest Sim Settlements RotC patch, and also at Oberland station. It showed as Jamaica Plains when I use the City Planner's Desk (CPD) to MANAGE SUPPLIES. However, after using the CPD and accessing the CRAFT menu, exiting that, and immediately checking the MANAGE SUPPLIES, it will show Oberland correctly. Sadly subsequent checks of MANAGE SUPPLIES will revert it back to Jamaica Plains, until I access the CPD's CRAFT menu, after which it will show Oberland for the next MANAGE SUPPLIES menu. This created an issue where anything I donate is not recognized by the Oberland settlement, and the supplies just disappear without any notifications.

I then recreated the entire Oberland settlement via "Take back city" -> Console and scrapall -> recreating the CPD -> assigning leader and building it again, and now it works. Unfortunately this means any progress I had made with the upgrading the settlement to level 2 is lost, but at least the MANAGE SUPPLIES works now. I don't know if this is a permanent fix though, and I can't say it the CPD will revert back to confusing Oberland with Jamaica Plains later in the play-through, but for now it works for me. Perhaps you could try this?

On the previous character, I'm very interested in what happens if you chase this down the rabbit hole. If you find a desk in one location is operating as another, go to that next location and check the desk there (build one if you need to), and then if that one is wrong as well, repeat. How many settlements are screwed up when you do this?

Okay, I’m on it. I’ll report back with results.
 
Alright, here's what I've got:
  • Red Rocket reading as Hangman
  • Hangman reading as Covenant.
  • Covenant reading as Outpost Zimonja
  • Outpost Zinmonja reading as Nordhagen Beach
  • Sunshine Tidings reading as Spectacle.
  • Spectacle reading as Abernathy
    • Interesting side note, the Abernathy's cat was also on Spectacle (???). Just to add a little Twilight Zone moment for me.
  • Abernathy reading as Murkwater Construction Site.
    • Cat is still there. Idk folks.
  • Murkwater reading as.....nothing. Still saying nothing and won't ally with me at all.
  • Jamaica Plains reading as Somerville Place.

Settlements that appear unaffected so far:
Sanctuary
Tenpines Bluff

And that's where I stopped for now. I keep going if you want me to map out the rest.

Holy moly that workshop array went psychotic.
 
I’m so confused. My friend meanwhile is having zero problems and has a happy little sim settlement/fallout world and mine is slowly imploding.

I think I lost it when I saw the cat.

Edit: the cat’s name is Maisie apparently.
 
Unfortunately, the rest of the tests I'd need you to do require the console. That does pretty well confirm the workshops array exploded even without the final tests.

You can try using the mod Sim Settlements Helper, crafting a "Reset Workshops Array" item at the chem bench and consuming it on your aid tab. After a minute you should receive a pop-up confirming it worked, then create a new desk in one of the problem settlements and see if it's correct. BE SURE TO BACK UP YOUR SAVE BEFORE THIS! Once you run that Reset Workshops Array item there's no going back on that save - though it sounds like if it doesn't work that save is probably busted anyway.
 
No luck with Reset Workshop Array. Here were my steps:
  1. Backed up save files (f4se and fos).
  2. Scrapped CPD in Oberland Station (problem settlement)
  3. Crafted Reset Workshop Arrays
  4. Ran Reset Workshop Arrays - took about 2 seconds for the "Complete" message to pop.
  5. Rebuilt CPD in Oberland Station
  6. Clicked on "City Plan".
  7. Still shows Spectacle Island.
This is a relatively new playthrough so I haven't made it out to Spectacle Island yet. The only ROTC settlements I have are Sanctuary and Tenpines both seem good. Sanctuary is run by Preston and Tenpines is currently run by Codsworth.

I'll be happy to send save files, but I have a metric crap-ton of mods not related to settlements installed (after safely removing Uncapped Settlement Surplus). Anything I can do to help just let me know. The console doesn't scare me :)

So this tidbit may be more helpful:

I went to Tenpines and set the Leader to Ms Tenpines using one of the Leader add-ons. I then went to Outpost Zimonja and set up a CPD. It claimed to be "Sanctuary Hills" which I have already built and have Preston running. Since Codsworth was free, I saved and set him to the City Leader to see what happened. No messages at all, and it seems to have worked. I then tried to set Preston to the Leader, and it popped the message that he was already the Leader of "Sanctuary Hills", and would I like to move him here. I said no.
 
did that correct the desk stated location too? if so it definitely helps narrow down the problem.

No Luck. Outpost Zimonja still says "Sanctuary Hills". I re-cleared the Leader just o be sure, then went back to the actual Sanctuary Hills and checked the CPD, and it still shows Preston as the Leader (as it should). How does the CPD "register" itself with the settlement? Because it looks like I have 2 CPDs mapped to the same settlement, but I don't know how to check where it's really pointing. Maybe something in the logs I can look for that shows the binding of a CPD to a settlement? I haven't seen anything that looks related, but I'm not sure what I'm looking for

In case it helps, I have extracted all log messages from Papyrus.*.log with the term "simsettlements" and saved them into a separate log file.
 
When a desk is created, Fallout 4 links it to the current settlement based on an ID number.

Is there a way to look at the ID number associated with a desk? If you have been able to repro, I'll let you work your magic. Otherwise I'm happy to help provide any info or do legwork. I have FO4Edit, FallRim Tools, GECK, and LOOT installed as well as BetterConsole.

If you page up a bit, you'll find the workshopID field. You can do the same on the settlement workbench. The two IDs are supposed to match - when they don't, you end up with the desk appearing to be paired up to other settlements.

In Outpost Zimonja, both CPD and Workshop show "WorkshopID = 38". I checked Sanctuary Hills and there "WorkshopID =39"
 
So the ID's are matching, but the names are still incorrect when you activate the blueprint and safe?

If you run the same test on the blueprint object on the desk, or the safe on the desk, what are the results?

The Supplies safe at Zimonja shows "Sanctuary Hills" when I select it. I ran "sv" on it, and the parentID was 2058E. There did not appear to be a WorkshopID listed.
