Try places that had gunners in the vanilla game.Incidentally, taking the Scrap Palace eventually (felt like several hours and save loads later) fulfilled one requirement for taking a Gunner Territory (as opposed to a Gunner Outpost). Presumably Milton Hospital and Mass Fusion Disposal Ground would also qualify but we can't do those just yet because the workaround for the Bethesda location bug hasn't been created yet in SS2. And no, I won't use the UFP.

A lot more bugs along the way. random crashes, extremely long load times entering new world spaces, assaults that never end from being stuck on hold off reinforcements, random gunners marked essential not dying in assaults and having to be manually disabled to get the quest to progress. Then i finally make it to the big Quincy battle and my pip boy won't work with the radio tower. Gunna probably wait a couple months and do a fresh start.

I haven't been able to get Led by Example to start, but one of the quests that should start during one of the State of War stages requires Synth Retention to be either not active or completed so you want to make sure that's not in your questlog and complete it if it's there. I overlooked it and was like ???I seem to be stuck on two quests that are supposed to trigger more quests at certain points. State of War I'm stuck on the objective "Hold the Commonwealth against the Gunners."
The wiki says that the next quest Led By Example should start "after you complete an Assault while the "Hold the Commonwealth against the Gunners" objective for State of War is displayed in your quest journal or 24 hours after that objective appears - which ever comes first."
I have done many, many assaults but never get the radio call.
Another one is Under One Banner. I spoke with all the Envoys that I should have but the objective still says "Assist the Factions you've met to gain alliances and defeat the Gunners permanently." The next quest, Outside Assistance, is supposed to start after completing an Assault while Under One Banner is active. But as I said, I've done many assaults but nothing is updating .
If you trigger it from HQ, it will bring up a list of Gunner outposts. However, I too am now stuck and can't actually start the assault. After selecting which inwant to attack, then select what I want to convert it to, it brings up another screen with 1 empty box where I assume there should be choices, probably who to send, and just a confirm button. But everything is empty so there's nothing to confirm. One issue after another with this game man.Building the Embassy shouldn't impact that. Likely something fubarred with the dialogue.

I agree that there should be quest flags for the locations for the State of War objective: Take back the locations the Gunners captured north of the river
The Outpost and Territories required are very specific. I'm not sure why they didn't include quest flags for them. We've requested that for QoL.
