I can't find a gunner outpost to capture. I think i may have already took back all the territory they took from me before. Is there a list of outposts? Every place I try to assault is either mutant hounds or raiders?

What does the quest log say you have to do?
 
I'm not sure what to do at this point either. My quest log says "Capture 0/3 Gunner Territories", and my understanding was that Territories meant non-settlement locations, but short of walking around the entire map checking every single map marker I can't see how I'm meant to know where those are. I can only think of three base game Gunner locations that have map markers that I don't already control, and one of those is Quincy which... I feel like shouldn't be one of those choices for some reason.
If it means settlements they've taken too, I'm definitely stuck, because of reasons discussed elsewhere.

A lot more bugs along the way. random crashes, extremely long load times entering new world spaces, assaults that never end from being stuck on hold off reinforcements, random gunners marked essential not dying in assaults and having to be manually disabled to get the quest to progress. Then i finally make it to the big Quincy battle and my pip boy won't work with the radio tower. Gunna probably wait a couple months and do a fresh start.
 
I think I figured out how to progress myself, by sheer power of me being able to remember which locations I'd already discovered and looking at which map markers on my Pipboy's Map tab were no longer marked as 'can fast travel to' any more. If that's the way it's meant to work... I can't even use the words I'd prefer to describe that on these forums.
... Or not. The one that was Gunner Held that I just took didn't count for that quest objective. Guess I'm 100% stuck then. It did trigger a Pipboy Radio call from... someone I wasn't expecting to talk to, though? They gave me a speech that sounded like the lead in to a new quest to find some stuff to help the war effort, but I didn't get a new quest, and I still have a Misc Objective to talk to them (which does nothing when I try, Radio activates then closes 1 second later).

Institute Ambassador still won't talk to me, either; is it because I already built the Embassy and the Institute Flag thing for it before this? In that case, why did it let me do that?

I managed to capture a gunner outpost (bastards tool the castle!), but now stuck on capture 3 gunner territories. Would be nice if 3 random gunner locations were marked on the map. To say Ch3 is really testing my patience is an understatement. Personally, I would have preferred it to have another month of development. Starfield looks interesting, but I would have played Chapter 3 regardless.

As for "essential" gunners, yeah, that's a pain the butt. Wasting ammo only to have the assault fail. I haven't reached the Quincy battle (I figured Quincy would factor in somehow) but I'm currently stuck due to a quest not triggering (the one where Jake goes missing).

Building the Embassy shouldn't impact that. Likely something fubarred with the dialogue.

I agree that there should be quest flags for the locations for the State of War objective: Take back the locations the Gunners captured north of the river
The Outpost and Territories required are very specific. I'm not sure why they didn't include quest flags for them. We've requested that for QoL.

Capture Outpost - Oberland Station
Capture Territories:
  • Forest Grove Marsh
  • Federal Ration Stockpile
  • Lexington

Except I got the "outpost" quest stage completed by taking Murkwater (due to having no markers and just taking a stab at what it meant)... and they haven't even taken the settlement you listed there in my game, I'm standing there right now.
Doesn't explain why the phone call from a certain someone broke either...
 
Uhhh...yeah. One of those locations listed I already captured, but it was a raider location. The other 2 I haven't tested.

I'm running into this issue as well, I can't seem to find 3 territories to capture. I went to the locations in the spoiler but they either were never captured (I got the Outpost objective by doing Hangman's Alley instead) or are run by non-Gunners like Raiders and Mutants. I checked every territory in the big list that was posted by kinggath and none of them (the territories at least) were owned by Gunners :'( I know this quest isn't skippable either so I'm not sure what to other than wander the Commonwealth LOL

I did some digging, the locations Cessori listed up there are actually for the next part of the quest, after the "Capture 3 Territories" bit.
I had some luck with some ideas someone else passed on to me, but it was still breaking other quests to do it that way, so I guess we're stuck waiting for an actual fix.

Ah, this is good to know, thanks! I'll keep that saved for when I get to that part of the quest
 
Stuck, same quest but later with a different issue. Reached the part where you are suppose to capture 4 areas the Gunners "took" north along the river (Lexington, Federal Rations, Forrest Grove and Oberland). Took all but Oberland because I can't. It's my Outpost Command Center. Which can't be taken. If I use the flare gun it tells me it's an invalid target, it's part of my empire. Yet the quest marker is pointing there and I can't advance the quest. Any suggestions would be appreciated.
 
I'm nearing the end of the chapter, and I hadn't take any territories, but I had taken an outpost and territory. It isn't necessary to do so it seems. It's nice to capture territory for the extra supplies, even if it isn't gunner held.

I have just been trying to go to areas that the gunners hold in the vanilla game. I have found them at 2, but the quest takes some time to update. I thought the first hadn't worked so went to check another and just before arriving on site the first one showed up so now I have 1/3 and have just taken my second location, waiting to see if that one registers.

At least part of my problem is good old "script lag", sure, but even waiting 5+ minutes of my character just standing there doing nothing before checking still isn't working 100% of the time.
Seems I shouldn't have bothered pre-building a world state in the gap between ch2 and ch3 like it said to and just started fresh.
 
Yep, even AFKing for literally 30 minutes of the game running, my character staring at their feet, and that quest didn't update to count the one I took. Either "script lag" isn't the problem, or something has gone HORRIBLY wrong.

Getting real hard to maintain my enthusiasm here

Just getting ready to start up again, hoping that one has updated. I am going to run out of Gunner held sites.
Took a little bit of a break, I really needed it mentally.

:grin Just checked and I now have 2/3 going to head to Mass Fusion now. 2nd one was Hub City.
Well forget Mass Fusion, it's not on the list.

Dropping this here I did a battle for the FMS Northern Star. The reinforcements spawned over by the Atom cats garage and then on teleported to the flag pole about every 20 seconds, Also had an issue where reinforcements for Hub City spawned in Finch Farms and got stuck there but none of the residents or turrets seemed to attack them. But I too can not find an outpost as i already retook every settlement the gunners took from me, Kingsport, Croup Manor, Sommerville, Murkwater, the Castle and Hangmans Alley. And setting up them as Outposts myself. When back to Sanctuary Hills and the city pop swelled to 99.
