[SOLVED] Cities not building

I'm up to where Jake talks about his daughter, and now have Stodge, Old Paul, and Herbert. I picked Sunshine Tidings Co-op. It gives you to option to tear it down, says yes, then the overhead look and music, it deleted a few things, then NOTHING. Not a single thing is built. I am able to manually build a city, but city plans don't seem to work for any settlement. HELP!!

I've been looking into this, and It seems I (and many other people) had the EXACT same problem back when chapter 2 came out. Some people even stopped all mod except what was required by ss2 but still cities will NOT build. I even made the building max to 300% but no change.
 
Tried setting all cost to none. cinematic off, when clicking 'tear it all down' in city plans, it will delete anything I put down, including the desk, then NOTHING.
Was going to try another city plan, but the pack I found on nexus, says missing mod, but I have the mods it says it required. Seems that modder also closed down the chat and says he stopped modding. HELP!!!!!!!
 
Tried some user created CITY PLANS, it will delete about everything, even the desk, then NOTHING getgs built. Why can't anyone help with this issue that has been happening for OVER TWO YEARS NOW?????
 
I've only been using the SS2 included basic plans and still cannot build at Greentop, Egret, or Coastal Cottage. I'm a SS2 veteran and I really can't figure out what's going wrong.
 
Same problem, nothing builds, also after updating to 3.0f I can not turn in, bugger it you know the first settlement quest Prestion sends you on, normally 10pines but for me it was Oberland.
 
City Plans build for me, not sure what's going on for you folks.

If you folks would kindly attach your plugins.txt files so we can see your load orders, maybe we can figure out why this is happening.
I have city plans in some of my settlements and they've built and upgraded, but I'm running minimal mods.

And, if you have less than 20 mods, (other than SS2, related optional files and building plan addons) you could put a .zip file of your save files on google drive or drop box, provide a link to the file and I'll log an issue for it.

@Havik79, no idea why the vanilla quest for Preston would be broken.
 
I've noticed that I can't talk to Preston either, while he's my follower. Or any companions for that matter (Nick etc). After recruiting them to HQ anyway. Can take them with me but can't talk to dismiss (I summon Dogmeat to get rid of them). Half the time he doesn't seem to respond to finishing minutemen quests either.
To everyone having trouble with city plans, is your load order correct (including unofficial patch, is that in the right place)? I'd check if everything is in its place and update (ch 1 2 3 and workshop framework). See wiki for installation instructions.
 
It took me awhile, but looking at each mod, I found out there is a conflict with ss2 and this mod:

NW-Raiders and Robots happiness fixes​


Even with workshop framework script override, it does NOT actually override this mod. When I disabled this mod, now all of my cities can build. Somehow this old mod breaks Sim settlements 2.
