Question Settlers in Hangman's Alley not moving at all

I have a problem that began when I converted the settlement with the city planner's desk and put Ada in-charge of it. Coming back a game in-game days later I found that I had around 5 settlers there now but all of them were gathered roughly in front of the desk next to the ramp and none of them were moving at all.

I called a town meeting with the settlement terminal and they continued to gather there without moving at all. I then tried to reset their AI and force them to repath with no avail. I then tried to use the gavel and force everyone to get back to work, but once again they remained in the same position not moving at all. I tried asking an automatron that I had in my settlement to move somewhere nearby and then it told me that the destination was impossible, hinting I guess at a sort of pathing bug.

As a last resort, I tried to tear down the settlement to see if they were all stuck in some sort of invisible object but after the settlement disappeared they still stood where they were.

So Im really really clueless about mods and how FO4 AI pathing works (i guess it isn't that good), so could anyone help me out with my problem?
 
i had that problem all over the game (in settlements and interiors) when i had a lot of cities being built. I made the change for the complex plans and the problem dissapeared. Could it be related to the Compated plans? The complex plans are not compacted yet, afaik.
 
In every instance of me playing with settlements I conquer or are pre-built, I have rarely seen any of the occupants move at all. The enslaved also absolutely do not move except to stand up, wait around, kneel to do work, stand up, rinse repeat. My conqueror raiders, however, move all over the place.
 
When that happens to me I use Fallrim tools to check my save, and most of the time I have a bunch of "Unattached instances" that I delete with that tool and "clean" my save. It usually works. It is caused by badly written mods that leaves scripts unfinnished that piles up. At least that's how I understand it, but I am a newb. On a 250 hours playtime character I had to do it 5 times.
