Regarding Building Franklin's Shop.

Just unlocked Franklin's Shop in my first playthrough! However, when I tried to create these services via changing the plot's building plan, nothing other than the "**Random" building plan. Is there something I have to do prior to building Franklin's shop; i.e., build a certain number of Commercial plots? Furthermore, it appears that I am unable to specify the type of Commercial building built on the Commercial plot, thus I am unsure of what to do next.

By default there is a requirement to unlock access to Commercial plots (number of Residential plots if I remember correctly, though it can also be set for a minimum population threshold). You can change this setting in the holotape/MCM to None, and then use Commercial plots after you complete New Plots on the Block (or earlier if you unlock them with the cheat tool).

The "only shows Random" thing happens sometimes; we've never nailed down why exactly, so can't find how to stop it doing it. It's not related to Franklin's Shop in particular.
There is a Tool in the City Manager 2078 Holotape to "refresh building plan caches", running that SHOULD make them reappear if you give it a minute to run in the background. (it won't tell you when it's done)

I have tried that and waited for a few in-game days, the results appear to be the same? I am able to change the building plans for any given plot except for the Commercial plot, which only has the **Random option. I have long since completed the New Plots on the Block quest, unlocking several other kinds of plots (i.e., Municipal, Recreation, Martial plots), so I'm not sure what seems to be missing?
