Public Beta 2.2.3 and Workshop Framework 2.3.0

During that conversation I scroll the mouse wheel to switch to 3rd person and the convo continues.
Yeah I just want to clarify, with this new patch, switching to third person cancels the conversation completely.

What I had to do is start the scene in third person to begin with with the new options
 
No do not use any mods that change ghouls and I am going to remove this post as I did not see that KG had posted and vc2 of the Beta. I was running the v1 so any save file I have is worthless as I am told the addressed the issue in the v2
 
Thanks - figured it out! Looks like a call from "How to HQ" gets left stuck in the queue blocking Mansfield's notifications, or even the ability to trigger his lines when radioing him. Have it fixed for next update.
Also in the wiki it says you can talk to Mansfield to start this quest, but at least for me that wasn't the case, I finished Water Under the Bridge and then approached Mansfield but it was just regular HQ dialogue

Do you mean you talked to him directly after receiving the HQ Radio message? Or just went to him before then?
I guess the wiki isn't clear on that. :( sorry. You need to receive the HQ Radio message from Mansfield. I'll update it.
 
I installed the v2 of the beta and I have a NAKED Branigan at the start of SS2C2_ConcordQuest_Bramigan_00_SAG! I use CBBE for females and Enhanced Vanilla Bodies for male. Bobby is fine, he is hammering away on the wall of the house fully clothed. I will check on the other two shortly after I eat breakfast and update my findings here.

Alright, I just checked again on my ABSOLUTELY CLEAN INSTALL. After over 15 minutes realtime of waiting, still not getting any form of "Mansfield wants to talk to you" corner-message (the call that I know will trigger quest "Doctor in the House") with the MCM option for "HQ Radio Auto Contact:" switched to OFF.
(save has a couple of plots built because I was checking corner-messages were working at all and not doing that 'those just stop showing for the rest of this game session for some reason' thing I've never managed to resolve and nobody else ever mentions happening)

Other notes:
Stodge did spawn with his "Stodge's Rags" in his inventory, but they weren't equipped.
Also, quest-skipping past "How to HQ" gives this questlog update (in this specific instance, it should be Sanctuary, not [...]). (this isn't new, just noticed it again now)

Completing "Water under the bridge" doesn't seem to be triggering it, at least in the newest beta released.
Do you also need to fully complete "How to HQ" and get all 15 members and finish "Commonwealth Rising" ?

That's by design, switching camera view or opening the pipboy should terminate the conversation. The goal is to give people as many outs as possible to avoid anyone ever getting trapped in it. It was designed to be a convenience system so folks didn't have to run back to NPCs mid-quest, and we didn't have to have magical objectives. So I want to do everything I can this patch to make sure the system isn't a bother any longer.
 
I have a few of questions.
1) Is the recalculating resources method supposed to repeat on settlements that it has already run? I ask because at least for me it repeats going into and out of every settlement whether it ran there once or not.
2) Do I have to revisit every settlement to get the persistence method to function properly?
3) If a corrupt power grid already exists, will this in turn corrupt the persistence 'database'?
1. It should only run once in each.
2. Yes.
3. No, it won't cause any issues like that. Corrupt power grids are actually caused by objects that are listed as part of the grid but actually no longer exist. The goal of the persistence is to prevent items in the grid from ever going away so the corruption can't happen going forward. The ultimate test and confirmation our solution worked will likely require a fresh playthrough and dozens of hours of game time - really hard to prove or confirm though, since the issue is not a reliably triggered one.

To trigger the Doctor in the House quest, have to completely finish How to HQ - ie. the last objective to get 15 new members.
 
Could we "recycleactor" or someway 'refresh' the npc to fix the issue? Or was this at an npc object level?
Some of the NPCs just had outfit records with overlapping armor records, but fixing the outfit record doesn't trigger the NPC to re-equip the outfit items. For example, one of them had gloves, and also an armor piece that used the handslot.

So you could technically look up their outfit record in XEdit, click the NPC in console, use setoutfit X where X is the form ID of the outfit.
 
Can confirm that I'm now getting the corner-message "HQ Radio is blinking with a message from Cedric Mansfield" at that correct time as of the v3 update. (missed screenshotting it for proof by about 5 frames because I was leaning way back in my chair and just watching out of the corner of my eye but it definitely appeared)
Also confirmed that Stodge did spawn with his pants on this try.

Oh, and this isn't related to this patch specifically, but may want to check when exactly the Fast Travel Point for GNN gets changed to the 'just inside HQ' one. Couple of people now have reported issues that can be traced back to Fast Traveling back there and skipping the little chat with Theresa outside on the porch at the start of "How to HQ", meaning the quest appears broken.

Loaded V3. Returned to a save prior to Beta. Got the 2.2.3 calculation error pop-up.
1) Still recalculates entering a settlement already visited, didn't do it leaving this time though...Yet
3) BTW I'm not sure if my PC is a 'potato' but I am running an Intel i7 3770K, 16 GB RAM, SSD, and GTX1080FE. CPU and GPU are cooled by a custom water loop.
So far, if there has been a degradation in performance, I haven't seen it. But I only made it to 9 settlements with 4 more to go of the ones I have claimed in this playthrough.
At least I did before I had to start again with V3.
I've watched all the Let's play livestreams. I've tried to watch it live a couple of times, but you and I are in the same time zone, and I'm a up at 5am type of fella. So I typically watch them next day. Anyway, just thought I'd give you my spec and experience so far, since you ask for some in a recent livestream.

I still think that it would be best that instead of having the radio message playing as it does when you exit vault 81 when Jake tells you about the now two way radio ability maybe a tone plays or like the scrolling messages on the left of screen say you have a message Please check you radio or something not just yank us into opening the pip-boy and changing us to whatever view (third or first person view.) I sure it would be a nightmare to rework the code, but in the long run I believe it would be worth it.

FYI all, some of these outfit issues occurred in such a way that loading a save that saw a previous version of this beta will still show them broken. So to check them, you'd want to look at the NPC from a save before any of the betas.
I do not have a save with Branigan in it from before I installed v1, v2 to rollback to to see if this fixes the naked Branigan issue. What can I do to see if v3 fixes this?
 
Just thought I would add some information on the "Moving Day" HQ radio problem when leaving the vault.
I tried several times to see what works and breaks it.

If I leave the vault in 1st person, it never seems to work correctly. First the PC looks up slightly and I hear the radio click on and then looks to the left and slightly down. I get Jakes "Testing..." but I am unable to respond. I can go into 3rd person but that then quits the conversation and there seems to be no way to progress the quest.

Now, I cannot reliably replicate the next attempts as sometimes it works and sometimes it doesn't. If I leave in 3rd person but with a weapon drawn, the conversation starts as normal, but I am unable to respond to Jake. I noticed this while holding the 10mm pistol. I also noticed that when holding a lazer rifle it temporarily hides the response options as PC moves the rifle to his side, but the options do reappear almost immediately when the animation is complete. It's as if the hitbox is obscured by the rifle for a moment.

If I leave in 3rd person and no weapon drawn, the quest has progressed every time (I tried about 3-4 times).
