Question Pre build Progression stuck or not consistent

(Tl;Dr) ON XBOX ONE
many other mods, tried multiple load orders, and different combos of mods
Character 1: 7 day playtime, full completion, each settlement has been found, no popup or progression meter
Beagle2: progression meter moved well, had to start new char because dogmeat died
Beagle3.0: never left vault, progression meter worked well until stage 4 where deactivating all non SS related mods caused the meter to disappear.
Beagle3.5: meter stuck at 100% at stage 1, loaded a save before 100% and prog still stuck when reached 100%, conqueror popup would appear at random times, tried saving and reloading.

Hello, I am having a hard time figuring out what is wrong with the pre build progression for me. I have 4 characters, each having sim settlements conqueror installed into them at different points of playing them.
My first character was played for 7 days and had 100% completion and with each of the settlements changed in some way, so I expected that the pre built settlements would not show, and they didn't. No menu or popup showed for that character either. If there is a way to change that then that would be perfect. As a result I made a second character, I call him Beagle2 for experimental purposes. The prebuild progression meter worked quickly and efficiently, going until stage 2 when I had to restart because dogmeat died from another mod I had installed which also prevented me from reaching the BoS questline. In comes Beagle3, in the form of two characters, one before leaving the vault(Beagle3.0) and one after(Beagle3.5). The progression meter worked excellently for beagle3.0 all the way until stage 4, where I quit and loaded beagle3.5 for a test, quit again to uninstall all mods except for the sim settlements mods+addons, and loaded beagle3.0 where the progression meter completely disappeared. I quit again, installed all the mods back, reloaded beagle3.0 and the meter is still gone. Beagle3.5 on the other hand. I noticed the progression meter became stuck at 100% on stage 1 for two full hours so I loaded an older save to when the meter was less than 100%, waited for it to max out, and the same problem occurred. I tried several different load orders and combinations of enabled mods to each character but to no avail.

Load order (has gone through many changes in both order and types of mods, but this would be the full list)

institute electrolasers- changes institute weapons
immersive market stores- adds more stores into the settlements
essentially dead- makes essential npc's killable (rip dogmeat)
america rising: a tale of the enclave- DLC sized mod, adds new quests and locations
sim settlements: conqueror
sim settlements: conqueror brotherhood of steel
settlement menu manager
sim settlements cheat holotape
HUDFramework
Aliens of the Commonwealth- adds aliens into a location in the glowing sea
the fungal forest- adds giant fungi and mechanics to them in the glowing sea
some assembly required- makes power armor more rare
realistic sound- adjusts sounds of weapons etc.
combat rifle overhaul- redoes many aspects of combat weapons
sanctuary hills overhaul- redoes sanctuary hills, i thought this might impact SS's performance so I made the settlement off limits to the mod, then i completely uninstalled it from the load order
spectacle island revamped- completely changes spectacle island into a flat terrain, adds quests, and locations on the island
 
Loading Conqueror on a existing save is always going to cause issues, especially one with a lot of hours played.
Even though you reloaded a save and the progress bar is gone, the prebuild process is still happening.

For the best results from Conqueror, load a fresh save with only SS mods installed and do all the prebuilding at the very start. It will take a few hours but will be worth it. When that's finished then install the rest of your mods and continue the game.
