Plot as Radio Station

Recently a 1x1 municipal plot started showing up as a radio station. No idea what's causing it, I've never built any plots of this kind. When I tune to it, the station is silent. How do I get this to go away?

I'm pretty sure it's Communications Plots doing that. I've seen it before too. Those do count as a "Recruitment Beacon" after all...
