The city refresh should be seconds to minutes and only needs to be done when we publish updates to the blueprints to correct issues. In my experience, I can start a full plot refresh and immediately start a settlement refresh and the settlement refresh is done before it gets to the third plot.
It's not mandatory to refresh the settlement but if it is correcting an issue that is bugging you, it won't hurt anything.
I just read the leader PDF and was just about to ask the same thing. To me, it sounds like you would have the same NPC multiple times in the selection menu. The second question is: if I have 2 leader cards for Blake Abernathy, then use one of them to make him the leader of Abernathy Farm, will the second one disappear? Or will I be able to select them as a leader for a second settlement?How does this mod handle the leaders conflicts?.
So Uituit is my favourite add on modder, I see he has updated junk town which is a core part of my game, now he has Blake Abernathy, Abraham Finch, Vault-Tec Rep, Sheffield, Marcy Long, and Sturges.
Now I also have downloaded Vanilla Leaders by SkuzzKitty, who also has those npcs as leaders.
So what happens if I try and use both mods?.

Not sure what happened. I removed the old versions of SS and ROtC yesterday and installed the new version. Came in, played the game for awhile, liked what it had done about solving some of the minor hitches and occasional CTD's I was getting. Then I remembered in Kinggath's post about the update it said to refresh the city to see the changes. Since Sanctuary was my highest level city, at L2, I decided to go do the city refresh there. And this is what I had left after the city refresh was done.
I should note it dident take an inordinate amount of time to do the refresh, maybe 2-3 mins. But I looked at this at the end and almost had heart failure. LOL. I went to another city far away, came back, still same look. I am going to try refreshing again and see if that does anything but if not what's my next move here? Doing a total restart of the city itself?
Help?
P.S. Another refresh didn't do anything. And I just now noticed that the first refresh also totally removed the City Planers desk from the settlement.
P.P.S. Did the same thing in Sunshine Tidings Co-op. Left any plots the city manager system built but didn't recreate any of the non plot related items it scrapped as part of the city refresh, and lost the City Manager desk.
For now i'm just going to go back to the last save before I did any city refreshes and wait for some input on this. :D
