Patch 3.1.2 - Praise Be to Glorious Leader

There are at least two NPC leadership mods already. Ted's and SkuzzKitty's. Kitties seems a little more robust and fleshed out so far, but has a slight loophole in that you can recruit leaders before you've ever met them.
 
Could you expand on the increase of water and power resources?

I had abandoned Tenpines (removed leader) because I assumed it had reached L3. Turns out it was L2 and 71%, so I assigned a new leader thinking that would reset it to L0. Instead I got bumped up to L3, which was great except that I had moved a martial plot from outside the boundary to inside and now had a huge clipping area. My resources also said I was at 73 water, where I had nothing but a bunch of water pumps scattered everywhere. I reset it back to L0 to fix my issues and now Tenpines has 100 water to start with....Is this right? I mean I'll take it happily, but I just want to make sure this isn't a bug or anything
 
That sounds like way too much - but I left the designers to decide how much to add, so I'm uncertain about how much is supposed to be in each level.
 
First, I would like to thank @kinggath and the entire SS team. I recently updated to 3.1.2 and loaded my game in Jamaica Plain, which is also my railroad safe house. I have Deacon as the leader, which I assume is why there are now Railroad Agents patrolling the settlement. The problem is they keep attacking the “caretaker”. Thoughts?
 
For some reason, Bethesda didn't feel it was necessary for them to be in the same faction! I have it resolved for the next patch. Fortunately the Caretaker is invincible.
 
I love this mod, especially with the ROTC expansion ( thank you for that). It adds a lot of life to the game, and to be honest, make it fun/worth to use the Settlement system. I'm finally having a couple of settlements being upgraded ( I'm low level, 27 at the moment, and doesn't really have a lot of time to play), so I have this question. Is it always necessary to refresh cities after a new version being released? If so, is it mandatory to do so? I really want to enjoy all the features of the mod, but at the same time I don't want to be refreshing cities all the time.
 
The city refresh should be seconds to minutes and only needs to be done when we publish updates to the blueprints to correct issues. In my experience, I can start a full plot refresh and immediately start a settlement refresh and the settlement refresh is done before it gets to the third plot.

It's not mandatory to refresh the settlement but if it is correcting an issue that is bugging you, it won't hurt anything.

Not sure what happened. I removed the old versions of SS and ROtC yesterday and installed the new version. Came in, played the game for awhile, liked what it had done about solving some of the minor hitches and occasional CTD's I was getting. Then I remembered in Kinggath's post about the update it said to refresh the city to see the changes. Since Sanctuary was my highest level city, at L2, I decided to go do the city refresh there. And this is what I had left after the city refresh was done.

I should note it dident take an inordinate amount of time to do the refresh, maybe 2-3 mins. But I looked at this at the end and almost had heart failure. LOL. I went to another city far away, came back, still same look. I am going to try refreshing again and see if that does anything but if not what's my next move here? Doing a total restart of the city itself?

P.S. Another refresh didn't do anything. And I just now noticed that the first refresh also totally removed the City Planers desk from the settlement.

P.P.S. Did the same thing in Sunshine Tidings Co-op. Left any plots the city manager system built but didn't recreate any of the non plot related items it scrapped as part of the city refresh, and lost the City Manager desk.

For now i'm just going to go back to the last save before I did any city refreshes and wait for some input on this. :D

I just read the leader PDF and was just about to ask the same thing. To me, it sounds like you would have the same NPC multiple times in the selection menu. The second question is: if I have 2 leader cards for Blake Abernathy, then use one of them to make him the leader of Abernathy Farm, will the second one disappear? Or will I be able to select them as a leader for a second settlement?
 
There are two blakes now ;) and can only be used one at a time. If you assign the 2nd one to another city he wud leave his current city and go to the other one.
hehe I'm sure there are gonna be more than 2 ,and all will have different traits:) My blake is a farmer so he adds to food and farm plot upgrade speed but he is still sad about wat happened to his other daughter :( (Lifegiver,Ex-farmer,Depressed)

Could you imagine all your settlements controlled by MARCY!!!!!!!!!!!!
 
Hang on, if you assign a city leader doesn't than then mean they will start building a city plan?, I don't want that at every settlement.

This one is a bit of a headscratcher. I suggest force reloading (delete and redownload) Both SS and the RotC expansion. If you used NMM to "upgrade" it, it may not have added all the assets correctly which is cause for much irritation.
