I first noticed this last weekend after the latest SS release although I don't know if it was an issue before and maybe I didn't notice.
Suddenly I'm going to settlements and seeing 7 to 10 unemployed settlers after not visiting for a while. I notice happiness was dropping and look at the settler counts and they're ridiculous even in the settlements I kept reasonable; i.e. < 30.
Even settlements with city plans are going over and I have city limit on.
Earlier I wanted to get some settlers for a couple of new settlements so I increased the max unemployed to 5. I've changed it to 0 now. Apparently that limit didn't stop recruitment anyway. That's the only settler related change I had made recently.
I checked iworkshopsettlerpopulationmax in case that changed somehow and it's still set to the default of 10.
I have Industrial City by @mytigio and most settlements have a dispatcher and alternate recruitment is on so it should prevent recruiting more settlers than available beds but that stopped working now.
I have recaptured The Castle and completed Old Guns if that matters.
Here are my current settings:
Beacon Recruitment: On
City Limit: On
Ignore Charisma: On (it's 10 anyway)
Max Unemployed: 0 (was 5 for a while)
Alternate Recruitment (from Industrial City): On
Does anyone know what to look for or if setting the unemployed limit to 5 has an issue? This may be hard to test since it could take time to build up.
I wanted to focus on quests not related to settlements and now I'll be doing that every weekend for the next two months probably :-( I only have 12 settlements currently so my game save size is probably going to expand alot when I get new settlements too.
