Old Post On Forum Protocol from a Newbie

I typically try to use Google before posting a question on a forum. I am not always successful (usually because I don't hit upon the right search string) but I try. I recently located a thread that seemed the most pertinent to my specific question. It was in an archive section. Is it better to pose my question in what seems the most pertinent already existing thread? Or is it better to create a brand new thread to pose my question?

My apologies if I have not posted this question in the correct location. At this point I am not 100% sure which forums to browse for what I am looking up.

Should be a down arrow on the top of the thread that when highlighted will give you thread tools
