Primary Bug Report New Plots on the Block - Quest fails to advance after building plots

I've reloaded my save from before Jake comes into town, but once i finish all 3 plots he just stops talking or doing anything. I've left of on the martial plot each time.
 
I also had the issue and tried a few reload save options as I did not have the Quest ID.
To check what stages are missing
Save the game
then use
ShowQuestStages ss2_sirick_mq10
to check what stages are are marked (not set)
Use the next number and check. -- In my case it was stuck at (done) 260 and the 1st (not set) was 270 for the municpal plot is done--
setstage ss2_sirick_mq10 <number>
repeat the above steps till the mission advances.
NOTE: Some of the stage numbers are the FAIL condition of a quest so on other quest you need to expirement
