Martial Plots Stuck on Level 2

Greetings all,
This is my first post on the forum. I'm not much of a forum-goer, but lately I've had some problems that Google and previous threads simply don't answer. Atleast not that I find.

Anyways, my problem is that Martial Plots at Nordhagen Beach are not passing level 2. Trust me, I have all needs covered and I have certainly waited long enough. Every bar is full and all 5 plots have been up for weeks. I am the mayor of this town and I have placed all plots myself and seen to every upgrade manually.

  • Agricultural: 6 (All level 3)
  • Commercial: 6 (All level 3)
  • Industrial: 3 (All level 3 [1 is advanced])
  • Martial: 5 (All level 2)
  • Recriational: 2 (All level 3)
  • Residential: 22 (All level 3)
Total Population: 22
Total Job Opportunities: 22​

I have 3 'Sim Settlements'. The other two are in Tenpines Bluff and The Slog. These are both run by NPC mayor's and their martial plots are making it to Level 3!

I hope I have provided sufficient information so that I can get some help with this problem. Feel free to ask any further questions ^^

There is a setting in the City Manager holotape where Martial plot upgrades need a certain number of Industrial plots to upgrade. It might be worth checking this and changing it to a lower number or turning it off.

EDIT: the immersive idea behind this was as the martial higher levels usually sports turrets and the likes, the settlers would need industry to gain the technological know-how. I think the default is 4 Industrial (regular or advanced) to reach level 3 martial.

Ahhh! Yes! I have found the setting, but the provided option it is only binary. I can't seem to adjust the amount of required Industrial Plots. But thank you!
