i need help with the calling potential deputies quest.

After the ambush i kill all of the hellhounds and it tells me to talk with the officers but i can't. I walk up to them, say hello but they just sit there silently. I tried to skip the quest but you guys only have a skip option for main quests. I cant reload a save because i continued to play for hours after. I have no companions and i waited 15 mins while staring at the ground as some other people suggested on other posts.

I have encountered this exact same issue, did you find a resolve? After killing the hellhounds, Jerrod is wounded and I was looting corpses. When I try speak to Jerred, he doesn't respond... none of the 3 CPD NPCs respond.
I've fast travelled away, come back, done other quests, come back, with and without companions, different companions, and I've waited and waited and waited... nothing....
