Help after reinstall

Can anyone put a link up to the SS2 DLC Settler patch for me I've been looking in nexus for it without any luck. Thanks
 
It's different depending on your GPU, can you tell me what Graphics card you have, and I will see what I can find.
To find out your FPS, go into Steam, on the top left click on steam, go down and click on settings. Next click on in game. You'll see in-game FPS counter. Set that to the location you want, then when you start your game, you will be able to see your FPS. Monitor that for a bit. If over 60 then that could be the issue and we can investigate how to cap yours.
My graphics card is GEFORCE RTX 2080Ti the graphics driver is up to date I use the G Force Experience app it keeps me updated as soon an update is released, I have just followed your instructions and setup the FPS.
I watched that Video to get the Tild key working and the folder he worked on I don't have so I couldn't fix it His folder was a duplicate folder from creating videos which he could fix.

If your FPS is running higher than 60 follow these steps:
To cap your FPS on a GEFORCE RTX 2080Ti, you can use the NVIDIA Control Panel. Here’s how:

  1. Right-click on your desktop and select “NVIDIA Control Panel”.
  2. Click on “Manage 3D Settings” in the left-hand pane.
  3. Click on the “Program Settings” tab.
  4. Select the game you want to cap the FPS for.
  5. Scroll down to “Max Frame Rate” and click on it.
  6. Turn it “On” and choose your maximum frames per second (FPS).
  7. Click “Apply” at the bottom of the window to save your settings.

Max FPS for Fallout should be 60, at 84 to 164 you are moving way to fast. Some items I was reading said that's like going warp speed, which can impact your movement and speech.

I followed the instructions you posted and clicked on program setting and I got Screenshot (11).png and this is what it showed no games. and if I click the drop down list it shows only Fallout 4 exe and below that is Fallout 4 Launcher exe as shown in this screenshot Screenshot (13).png is it 1 of those if it is which one if not please guide me through that part thanks.

I'm not really sure as I have a different GPU and my screen doesn't work the same.
I would say to click on Fallout.exe
Then check the options below and try to find one that says "max frame rate"
If it's there set it to 60.

I found a Video on YouTube on how to set the FPS you have to make a change in the preference ini file as well as in the control panel but I could not set it to 60 its a slider it would only allow me to use 55-62-67etc so I have set it too 62FPS and I ran the game the Audio to Video is now in sync and he isn't running around like a greyhound out of the trap. all looks good to me. I thank you for all your time and help I appreciate
your help sorting this out with me. I am now going to play it and hopefully have some fun I love the building aspect of the game.

I had to increase the FPS too 67 because every so often I got frame glitch where it freezes for a second and the increase seems to have fixed it I think its because my Graphics card runs faster, anyway Thanks.
It's kind of nice knowing how to do a few things. Happy we could learn together.
