Question Crashes when upgrading ROTC Outpost Zimonja (Main Story Spoilers)

My Outpost Zimonja is using the basic ROTC plan. It is currently at level 1, attempting to upgrade to level 2. Every time it makes this attempt, my game crashes to desktop. This happens whether or not I am there (as in if I go to the other side of the Commonwealth, it still happens).

I believe this has to do with the fact that my Outpost Zimonja is the Railroad's Mercer Safehouse. I am on the quest where I have to build the molecular relay or whatever the teleporter thing is called. I already built the first part (base), but realized that I don't want it to get messed up when the settlement upgrades, so I was waiting for the settlement to upgrade to level 3. The Railroad leadership is already hanging out in my settlement waiting for me to build this thing.

At this point, I'd consider removing the city plan and doing everything by hand, but I can't figure out how to bring my settlement back to where it was before a plan was applied. The ideal outcome is I am able to fully upgrade my city and see where there is room to build this stupid thing (center of town, I suppose), so if anyone knows how I can accomplish this please let me know. I may also have to load an old save and have the minutemen teleport me? Can I still get the Railroad ending if I do that?
 
Set the local upgrades to off?

Swap leaders and when asked to do the plan say no and it will just use what is built.

In the future, Mercer safehouse can be somewhat directed to where you want. When you are given the quest it is going to pick one of the eight random settlements (All the ones that have no original population) that you do not own. So like if you avoid owning Coastal Cottage until you get and do the quest it has a high probability of going there depending how many of the other eight settlements you own.

Technically it does not matter who builds the teleporter on how it can affect which ending you can do.

However it is highly recommended to build the teleporter with the same faction you are doing the ending for. The BOS is especially prone to quest script errors if you swap to a BOS ending after you build the teleporter with someone else.
