upgrade rotc city

A bunch of my settlements are stuck at level 3, refusing to upgrade any further. Do I need more amenities? Is there some way I can avoid that? Any help would be great, thanks!

Hi. I was wondering whether Starlight RoTC city plan has an upgrade path? it just says level 0 and upgrade availble but when i hit it, i get this message. Also no "progress to upgrade" symbols on the meters HUD in workshop mode (lefthand panel). anyone have any ideas? cheers !

Hi, I cant get RR to upgrade past level 2. it has hapiness around 80ish, 100% scrap and 100% timer in left HUD, defense is also full. cant work out whats going on here. btw it is my main outpost too
