Crash when upgrading sanctuary

Hey, I am having trouble upgrading sanctuary from level 0 to level 1. it crashes halfway through the cinematic and also when I turn off the cinematic. I haven't progressed enough to test upgrading any other settlement yet. my pc should also be good enough to handle it so i don't think that's the issue

Check your versions and make sure everything is up to date. You may want to try a manual install of SS just to be sure that there aren't any loose files in that folder making your life miserable.

I've tried those but still having the same issue.

I have played on a bit and got enough to upgrade red rocket and that did it fine so it must be something to do with sanctuary specifically
