Is Settlers of the Commonwealth compatible with SS2? I read through the compatibility section on the website, but I just want to make sure, because I know there was a mod released for SS1 with settlers of the commonwealth and leaders mixed into it. Im new to Sim Settlements altogether, and I dont wanna break anything. Thanks!

It 100% is compatible, I am using it myself right now.
The only issue, if you can even call it one, is that all of those NPCs have all of their SPECIAL stats set to 4. (you'll know why that's relevant once you get into SS2's more interesting mechanics)

Thanks! Thats good to know. Do you know if there is a workaround for the special stats, or if someone plans on fixing it? I am really intrigued by the roleplay aspect of putting aces in their places. It would suck if everyone had the same stats, but not a huge loss for the amount of content and immersion that settlers of the commonwealth would bring.

The thing is that it's not really "broken" as such, and there's other SS2 mechanics that let you work around it (you can "train" people to be better at specific stats), it just doesn't mesh 100% perfectly for "flavour" reasons. For example "Pumpkin", likely one of the first of those "Settlers of the Commonwealth" you'll meet, has voice lines specifically saying she has a low Charisma stat (she's an RPG nerd, apparently), but she's got the same 4s-in-everything as all of them - to be fair though, prior to SS2, I don't think any of the game's base mechanics or any other mod even USED those stats on NPCs.

Thats not too bad then. At the very least I can just train up people for what I want them for then.

Yep it works awesome. I have a custom build of it that allows the settlers to level with you and are all around tougher and designed to work with Sim Settlements 2. i edited a lot of their values to make them do what I want them to. Higher better stats etc. I also have a copy that makes it in line with Better settlers Mortal pack that makes them all have a static level of 40-50 depending on their staring level. They all start at level 6-10 normally.
