Commonwealth rising quest stuck, pls help!

Hey everyone. Ive been doing the commonwealth rising quest & Im at the part where Im supposed to go to my settlements, build a powert transfer plot and an advanced or hi tec power plant so that the surplus power can be transmitted to hq...
Ive done it all in 4 settlements by the book, watched videos on YouTube asked people whove done it successfully and it seems my quest is just bugged as the 0 figure wont every progress towards 1000
Ive done the following:
Gone to a settlement, built a power transfer plot, built and advanced power plant, built vault tec generators, connected them all via a municipal power pylon , went back to hq and set up a supply agreement...
My quest just wont progress,pls HELP

Since I just got past this part (sadly still got stuck after anyway), here's my 2 cents:
1. I built 3 power plots in vault 88, 2 of them got to hi-tech level 2 or 3, another left as advanced.
2. Power transfer station (this one upgraded to level 3) and municipal pylon right next to them, connected to each other. And to power plots even though that should be unnecessary.
Most of the settlement's energy comes from the reactor anyway. I believe the power, water, food etc ratings in hq come from ss2 plots only but unsure.
3. I have other settlements agreements with starlight drive-in, country crossing, the castle. All of them have a power transfer plot connected to the pylon directly, also one hi-tech power plant (usually worked by a conveniently spawned ghoul settler).
4. It doesn't update right away, but still tries to do it whenever you leave workshop mode anywhere.
5. I managed to get 100+ perception stats with 8 people, most of them companions with crazy stats, one self-trained to 10 and some uniques.
6. After this you'd still need a few people for science dept with Int stat, I've switched some over from engineering to get what was needed.

Oh and every settlement except the vault is faux powered.
After upgrading the antenna nothing happens in comm array room, so, buying help ^^

Same...got the objective to go and see what going in in the comm array room...everyones just standing around...nothings happening....grgrg hq is still just borked -


***Went outside, waited am hour, came back and the next scene kicked in..apologies...Im just so frustrated with ss2 ..its the best and worst at the same time..
 
Oh nice! I've managed to fix it myself, Remote Management and Commonwealth Rising were interferring with each other. Once Lupe was pushed closer to Jake, everything worked out. Super impressed that Remote Management actually works!

Yeah lol ,I finished commonwealth rising then headed to the momeory den but lupa was still in hq..had to use the console to teleport her to me to get remote management going ‍♀️♀️♂️
 
Given the frustration level, the quest guide has the quest stages listed on it at the bottom

I don't think that given you are using a collection, that we're not going to fix this without manual intervention.

I suggest you do the following to get through: (This should be done slowly, so be patient doing it :declare)
  1. Make a save
  2. Run the console command sqs SS2C2_Sirick_MQ27 again
  3. Make note of the stages that are "not set" These are the ones that are preventing your quest from processing correctly.
  4. Compare them with the Quest Stages from the quest quide to see what the stage number is for.
  5. Then for the ones that are "not set", enter console command setstage SS2C2_Sirick_MQ27 # (# being the stage #)
  6. Make sure that you enter them one at a time and in order (starting with the lowest number) and exit the console after the entry
  7. Wait a few minutes to see if the quest rights itself. Also after you enter them, make sure that the console doesn't report an error.
You should get the HQ Radio messages as per the quest stages, and hopefully you'll be able to get to the last scene and the end of the Chapter.
It'd not be fun to miss out.

The console commands don't seem to work for me. I am using the underscores and the font just as you have written here. For example: Compiled script not saved! Item 'SS2C2_Sirick_mq27' not found for parameter Quest.
I've tried upper and lower case letters, and leaving out the underscores, and I haven't been leaving out the "sqs" part either. I have passed the power requirements portion of the quest but it won't let me finish the final part where they have me go back to the hq to see what's up with the comm array. Everyone walks out of the comm array room when I arrive and all dialogue options go away. I've restarted with fresh saves and I believe I have actually completed all of the required quests. I really want to see how this ends so I can start chapter 3. This as also the 3rd time trying to play through this mod and the furthest I've made it in the questline. Is there a certain dialogue sequence I need to hit right or something?
 
Have you properly updated everything, including workshop framework? I can't say if this is something that occurs when you're deep into the HQ and install ch3, seems to be a common problem though. My current save had the story ignored for the most part before installing ch3, and that was fine. Where are you stuck though? The thread is a year old and that one part about power not updating should be fixed by now.

I just updated WSFW a couple of days ago, I haven't enabled ch3 but it is downloaded. For how far into the questline, I just updated the comm array and Jake calls me back saying there's a situation, I think it's the wrapup of chapter 2. Now if I have an issue finishing chapter 2, I would likely have issues crossing over into chapter 3 whenever I do decide to enable it.(new playthrough of course)
 
I'd guess it's the transition to chapter 3 when you don't have it active? I'd enable it and roll back a bit. You don't get any crazy new mechanics like disease immediately after installing. For me, I was in the building when Jake called his panic meeting, I went up the elevator to the roof and re-entered through the main door. Dunno if that's relevant.

How does chapter 2 end if there's no chapter 3 installed? This is making the most sense so far. I've never been able to complete it. Even before chapter 3 released.
 
After that whole interaction with all dept heads, you get to say your "amazing speech" (made from just 1 sentence) to a cutscene of HQ's aerial view, then get a popup saying "chapter 2 complete". Kinda strange but this time with ch3 installed, there was no cutscene, I just said the line and that was it. The next quest should trigger with a radio call a couple days later.
 
Quests' names in the console changed since Chapter 3 released, isn't it? I don't know if they also changed previous chapters' handles, but I think I noticed that the "sirick" part is gone when I checked some of them.

This makes the most sense. I will just have to max all my settlements out until it totally bonks the game and start a new playthrough with chapter 3 then. I'm up to like 700 settlers or some such mess. If I do that again, I will have a bonkers army for chapter 3.
