Commonwealth rising quest stuck, pls help!

Hey everyone. Ive been doing the commonwealth rising quest & Im at the part where Im supposed to go to my settlements, build a powert transfer plot and an advanced or hi tec power plant so that the surplus power can be transmitted to hq...
Ive done it all in 4 settlements by the book, watched videos on YouTube asked people whove done it successfully and it seems my quest is just bugged as the 0 figure wont every progress towards 1000
Ive done the following:
Gone to a settlement, built a power transfer plot, built and advanced power plant, built vault tec generators, connected them all via a municipal power pylon , went back to hq and set up a supply agreement...
My quest just wont progress,pls HELP

Sometimes the numbers take a bit to update; if you still have any Engineering Upgrades you can do to the power plant at HQ, try doing one of those - should force it to "re count".

I have NO upgrades left ti do in the entire HQ, inly Theresa's upgraded quarters but thats bugged out..every time I try to build it an error message says "room room left for this upgrade" or something along those lines..apart from that theres absolutely 0 upgrades available in hq, Ive dine everything

How do I force it to re-count?
 
Alright... have you tried changing the people assigned to the Engineering Department then? That should force it to "recalculate" too.

You aren't the first person that's using the "StoryWealth Collection" to be having problems, though... I should go look up what exactly is in that.
 
I have applied the basic ss2 cify plan to all if my settlements before even getting to hq, then qhen this quest came up I went to my settlements, extended the vanilla build limits by 100% as per recommended by a guy who's completed this quest successfully, then built a power transfer plot, a good few advanced power plants, even placed down all sorts of power generators such as the fusion one that gives you 100, the vault tec one with 150powet and the huge one with 500 in EACH of these settlements.
Then I proceeded to connect them all via Municipal power Pylons ,then went back to HQ & set up supply agreements BUT NOTHING HAPPENS, my objective doesn't update, Im stuck at power 0 as shown in the screenshot above in my initial post!

Last night I did just that..I removed EVERYONE from engineering, exited the menu, exited hq, went back in, reassigned literally the whole staff (62 people) git an engineering energy of something like 300 but NADA, NOTHING

Pls! Pls...this is the kast quest in ch2 and I cant finish it...its totally bugged out! Ill do ANYTHING to help you find out whats causing this...
 
If you bring up your Pipboy Map and put it in "show supply lines" mode, does it draw a line from one of your settlements to where HQ is located?
 
Forgot to say that after all Ive done in my settlements the power in the hud, top middle of the screen is around 6-7-8hundred in all of these settlements in the green, 1200ish at sanctuary whereas before starting anything the oower was around 1-2hundred suggesting that theres should be tonnes of eccess energy to transfer to hq

Let me know what you find. I have the distinct impression someone did not ensure compatibility in that collection.
 
well....Martend Knows Kingath personally as well as hes on revision 106 lol, Id hazard a guess its a vanilla ss2 issue in some isolated circumstances...
I’m not trying to speak badly about anyone, just that incompatibilities are notoriously difficult to completely iron out when dealing with large load orders. The bigger it is, the more likely there’s an incompatibility somewhere in there, and even if something SHOULD work fine, something as simple as a mod being higher or lower priority in a load order can make a big difference.
