Question Can You Send Supply Routes Between Outposts and Settlements?

I’m doing a Minutemen playthrough, and wanted the lore to be that the Castle would be the first outpost.

By now I have about 6 settlements; is it possible to send a supply route from an outpost to a settlement?
When attempting to do so I got no prompt, or is the material shared regardless?

You can't do a vanilla supply line, but what many people do is build a logistics station (https://www.nexusmods.com/fallout4/mods/28945) in each of the settlements which will create a supply line without worrying about the settlement type.

The IDEK station has another benefit with the shared storage.

Like @NDCowdy said, additionally that works with workshops like in the Depravity mod as an “item cloud storage system” even when workshops don’t share the vanilla stuff in the normal way.
