Question Armory not Giving Equipment

I'm working on a faction pack for SS Conqueror and I'm testing some of the stuff I've added at this point. I have a rank 2 armory built but it doesn't add the equipment I included for recruits to my existing recruits or the newer ones I got after building it. They should be getting light combat armor and a randomized laser pistol, but they still only have the leather armor and baton that they spawned with.
 
Make sure you have a full equipment meter, otherwise the armory doesn't function (I think it will though if you have Soldier Needs set to off).

Have you taken them on an assault yet? They will only get equipped as they set out for the attack, not when the armory gets built or they are recruited. If you stand by the workshop workbench in the settlement you can actually see them pop out dressed in the armor you set up before they run off.

If those things don't solve the issue, there may be something in your setup that needs to be tweaked. Have you tested with the Conqueror questline (or one of the other faction packs that is quick to get up and running) to see if those work for you?

Oh nope I didn't realize I needed to do an assault, I thought they'd get updated during the same time recruits happen. I do have enough equipment(I'm breaking even on how much I get per day). I'll see if starting an attack updates it.
 
Nope. Still using the default gear after the assault.

edit:Thanks. I think I found the issue. I was using a leveled list for the weapon but after changing it to a formlist its now giving out weapons(although some recruits still get skipped and stick with the baton).

Nevermind. Its not working again. Is there a specific amount of equipment I need to be gaining per day for it to work or does the bar just need to be full? It seems to be a really unreliable mechanic.
 
The bar needs to be filled - or the Soldier Needs set to off. Have you tried with another faction pack or the base Conqueror quest line? It's usually worth keeping a save with Jammer's questline so that you can compare how things work if they are set up correctly - one step to narrow down if there are misunderstandings in how it's supposed to work, one's own setup or a bug.
 
Its been a while since I've played as raiders but looking through the records, the armory guns and the guns rank 1 raiders have are the same besides some melee weapons the armory gives out. So I'm not sure I'd notice if the armory was working or not, until I get higher ranked units.

Is there any way to level up units fast to test if its working?
 
Check the faction pack tutorial 04 - Configuring Your Faction.pdf, towards the end of the section "Rank names". There are a few other helpful console commands sprinkled through the tutorials and most are mentioned in the "What's new"-pdf too.
