30+ How does one get that many? I get 20 max with 10 C and default 10.

You can get 12 Charisma naturally (10 + 1 from "You're Special" + the bobble head) + 5-8 from clothing depending on how lucky you get (5 is easy, more is tough) + 5 from drugs + 10 settlement population for 30 to 35 (sorry correction).

The recruitment system takes into account your CURRENT charisma at the time of recruitment, not just your base charisma.

Edit: of course, folks who are open to modding have easier methods :P

Ok I am waiting excitedly for this, I know this will completely change my generals story series for my youtube chanel. But I do have a question how do the excisting addons work with RC just wondering if I need to uninstall them till updates get made ect,, on xbox one so like to kepp space for stuff
 
Could be Interesting NPCs mod. Some special named recruitable settlers scattered around the commonwealth.

There is a mod that adds 20-30 recruitable settlers to various shacks, ruins and locations around the commonwealth. Search “recruitable settlers” or something like that

No changes necessary, and unlike IR we don't need to update for compatibility on this one, it just adds more features we can start using.

The add-on's plots get incorporated into the cities, so more add-ons/plots still = more variety in the cities

ok one tho I am not sure how to use now with keeping things vanilla is the Foundations addon used to use that to change the terrian
 
I’m hoping that the advanced industrial plots will have internal versions. I wanna make me a giant ore refinery/scrap processing/steel mill/weapon factory in one warehouse.

Yeah, you wouldn't want to do any of that sort of thing, although kinggath said when you initiate the city-builder in a settlement it'll basically clear that settlement out as needed to make room for the auto built city, so you should be ok, and can continue to use the foundation plots in areas where you place plots manually (or in outlying areas if you extend borders).

I don't know which ones, but I will say kinggath mentioned that all of the base types from SS are represented in the Internal Plots. Which ones or how many I don't know, but something is there :P
 
Does the mod clear grass, bushes and the like?

Not sure, and I imagine what it does/doesn't clear is going to be different for each city plan so I doubt this is a simple answer anyway
