Yes. He doesn’t just take things away that the expansion will need, it also adds things that the expansion can’t account for

Yes and no. It will still work just fine, but you won't want to use Clean and Simple in any settlement that you want to have automatically built until someone produces a City Plan that is compatible. Otherwise you'll have weird floating objects where the old structures were.

it might have some issues, I'll be testing it myself as I use those mods. It will only affect the autobuild feature as that relies on the vanilla cell AFAIK

considering it changes vanilla....you'll probably see some inconsistencies in how the auto-build lays out the city...based on what I've read here.
