I have SS 3-in-1 v3.3.3. I've begun what I assume is the basic city plan at Starlight Drive-In with Marcy Long as the city leader (LOL). So far, all of the first 6 settlers have been assigned as defense. Is this by design? It's ok if it is, I just want to be sure something isn't bugging on me.

After installing patch 3.0.3 (I think it was that patch, before any of the hotfixes but I'm not 100% sure on that...) all my settlements suddenly had a drop in their defenses. It seems like every settlement now has a permanent -400 "base" defense.
