Solved Workshop Current Version (2.3.16) not functioning correctly.

Been debugging this for most of the afternoon and I believe my information is correct to the best of my ability. The current Workshop version has some sort of confliction with all three chapters of Sim Settlements as well as the bundled 3 in one mod. When the current version is applied to 3.0.4, Workshop throughs an error stating "Your Workshops array seems to have invalid entries." Interacting with the Manage desk does not prompt the interface.

I rolled back the chapters to version 3.0.3 and rolled Workshop back to a 2.3.5a. It prompts a handler message stating it's out of date and not to use it, which is to be expected. However, the manage functionality of the planning desk works again and I could not find any fault. I'm currently trying to find a combination that works but it appears anything past Oct 17 2023 prompts the error.
 
Solution
I installed the update for the all chapters today and it appears to have resolved the issues I was having. Gonna play around with it much later tonight but on the surface it looks resolved with the update

I am playing a new playthrough with all 3 chapters installed (newest files for all), with around 325 mods, and I did not run into this with the update. This message is supposed to help notify you that something in your load order has changed in a way that damages your save, typically caused by a mod being removed.

If you are confident that you made no changes to your load order, you might post it (as an attachment or under the spoiler tag, please), and the community can take a look and see if anything stands out. You probably know this, but just in case - you can typically find your loadorder.txt at roughly C:\Users\"your name"\AppData\Local\Fallout4.
 
The only thing I did that could potentially cause this is downloading Chapter 3. I failed to include that I installed it yesterday morning, and I did not delete any mods. Attached is my loadorder and plugins. What caught my eye is the extended mod isn't loading directly after Chapter 3. I'm trying to figure out how to make that happen (I'm using vortex).
