When I try and turn in a settlement quest to allow access to the workshop the game crashes a few seconds after turning it in.

When I tried to turn the quests for Oberland station and Greentop Nursery the Game crashes a few seconds after turning in the quest. But when I went to Jamaica i could activate that workshop with no problem. I am playing a very heavily modded game, but I'm mostly use weapon mods. Do people know what might be causing this bug? The only mod a have that modifies settlements in SM2.
