Upcoming Hotfix

Running as admin seems to have worked on my other, high level save as well. As soon as I loaded I was able to start upgrading Sanctuary. 13 more cities to check!

Didn't have to refresh on my old save, did have to sleep then check the desk. But, it seems like it's all working now. Maybe it has something to do with write permissions for some people. Before I reinstalled I wasn't able to get the log to work.

file permissions in the mods folder maybe? that's not really something the mod can do much about though
 
Something is corrupting the data structures used to track how many plots exist - hence the negative numbers. As a band-aid I'm just going to have those counters regenerated whenever you return to a settlement until I can determine why they are being corrupted in the first place.

My suspicion is that something isn't cleaning up old Sim Settlements plots. Like, I had my Red Rocket (which I'm assuming is the 4, given how few plots it auto-creates) super built-up. Whole bunch of level 3 houses, farms, industrial. It's trying to get 4 more than the highest number it got before.

Meanwhile my Nordhagen was mostly level ones, so a few upgrades and it's almost there.
 
Just tried setting up a city at Jamaica Plain and had previous issues arise again which include: camera cinematic going out to sea instead of circling and city level still stuck at 0.

In the holotape, try turning off Cinematic Wide Shots, they are in Options -> Gameplay Options and then either City Building or Visual.
 
My RR and Sunshine Co-op still isn't upgrading. I've enabled logs, but nothing is being written.
Using the info command just says City is level 0, construction complete and scrapping complete.

They are the only 2 managed settlements I have in my game.
 
I can confirm on Xbox it’s working for me the castle and sanctuary is built up like crazy
It's still crashing in sanctuary for me. It's gotta be my save file or something. Gonna try the castle and see how that plays out.
 
With the live version, RR has upgraded to level 1 after I waited in-game for 24 hours, but now the siren won't stop.

Sunshine co-op has not leveled, it still says that construction and salvaging is complete for this level.

Also I can't seem to get logging to work. I've added the lines to Fallout4Custom.ini, but nothing appears in my Fallout 4 folder in My Games.
 
Run f4se_loader.exe as admin and see what happens. It's usually a permission to write problem.

I tried the method some other person had success with (refresh plots, refresh city, rest 24 hours) but Sunshine Co-op still won't upgrade.

For Sanctuary, I changed the upgrade from automatic to manual, then refreshed the city, then changed back from manual to automatic, then slept 24 hours, and then it worked. So I don't know exactly what did it.
 
Sadly today i m running into many crashes again ..i m not even sure whats causing it anymore

And its only inside settlements or when fast travel to them..as soon i load in = crash

So i could Upgrade ever City besides Santuary
These are the Logs i got:

I don´t know which is which anyway i got the same problem in Graygarden und the Red Rocket Station. I refreshed the City sleept 24 hrs and it worked. But not in Santuary.
The Popup says that everthing is done for the level

edit: i noticed that after i refreshed Sanctuary the 3 ruined buildings are missing. Bug or a change in plans?

Looks like Sanctuary can finally upgrade now. Started upgrading right after I downloaded this hotfix.
 
I finally managed to generate logs.
Is it supposed to log when I put in cqf kgsim_cpmanager getcitydata?
Anyway, I found I have to refreshini to get the log to start.

So this is the upgrade bit for the Sunshine Co-op

This session I was only in that particular settlement and waited 24 hours.

I've been waiting for more than a week ingame overall now.

Weird my sunshine co-op upgraded I’m on Xbox tho.
 
@zaygr I think you might be missing some pieces of Sim Settlements, please remove the mod entirely via NMM and then reinstall it. I also recommend doing the same with the expansion. Those missing file errors are a little bit scary.
