I have a hotfix planned for tomorrow (Tuesday the 2nd). It will address the following issues:

- Cities failing to upgrade despite all requirements being seemingly met.

- Upgrade Scrap percent being stuck at 0%.

- Improvements to scrap and build code to reduce likelihood of crashes.

If you find any issues with the city upgrades still, please post them on this thread as soon as possible to I can get this released to everyone tonight. If your cities still don't upgrade, check the Papyrus0.log file in Documents/My Games/Fallout4/Logs/Script which will have messages saying "City Upgrade Ineligible Reason" which will explain why your city isn't upgrading if it's due to a mechanic. To enable Papyrus logging, f0llow these steps: https://www.creationkit.com/fallout4/index.php?title=Enable_Debug_Logging

Be warned, that if you have a lot of cities you think should have upgraded, you'll want to change city upgrades to manual to make sure they don't all happen at once and overload your game.

I'd like to help troubleshoot this if possible. I've put a lot of hours in and have the stuck upgrade issue. I recently uploaded a save with 14 cities well developed with no upgrade option. Which you may have already seen. I've also tried quite a few things in game to try to get it to upgrade with no luck.

If you are experiencing any of these issues on PC and would like to help troubleshoot the patch before I release it, please watch this post and I will update it either tonight or early tomorrow with links to temporary files and instructions for testing.

Will there be a way to change the amount of time it takes for a city to upgrade to the next level in the future?
 
I will add a means to increase it for hardcore players. The minimum time numbers now are actually shorter than it would take you to recruit enough settlers and level up all of the plots - they are there to prevent cheating the city up instantly and to future-proof for community-made city plans that might not use a ton of plots (which would break the time calculation used).

The only "cap" is 2 unassigned settlers and the the beacon stops recruiting more settlers until those settlers needs are met.
City plans do have X number of beds & jobs that varies per settlement.
 
Sanctuary will support 23, Abernathy 18. You most likely have a bug KG is fixing.
