Unable to assign an unemployed setttler to a plot, no resources availble for upgrades

How can I get around this? I tried putting supplies, 10 grand in caps into the donation box and it has not helped. This is at Somerville place. I was able to stand up a couple of recreation plots that quickly got assignments, but commercial and industrial plots are throwing this error. Oh and I have plenty of homes/bed available in the settlement.

You can put scrap in the workbench and it will pull from there while you are in the settlement.

What is the happiness in the settlement?
