Three in one Game does not recognize RotC as being installed?

Hello,

I have the pack "Rise of the Commonwealth" installed with the Sim Settlements 3 in 1 mod, but for some reason the mod acts as if I don't have rise of the commonwealth installed. I go to check for city plans and a message comes up saying "There are no new plans for this city available" or something like that. Also, the mod does not give me the option to start tearing down what meager buildings I've made as per the in depth tutorial has touched on.

I've been all over trying to find a solution but there doesn't seem to be any. Is this a glitch with the mod?
 
If you have the 3 in 1 you don't need to install RotC since the 3 in 1 already has RotC (thus the name)

Nathaniel used NMM to install the mod. He has already done the manual installation process, in case NMM was messing around. I didn't saw any direct conflicts that I would knew of.

RotC was installed in to an ongoing game. It is plausible that some script data is causing a mess

It might be a good idea to start a quick test game - for example with Start Me Up - and confirm that mods are initialized and installed correctly with a new game.
